Spanish-language programming with frequent use of their "La Raza" slogan,
and English IDs at top of the hour. The Broadcast Test Committee will be
handling all reception reports and verifications for this test. Both eQSL
service and traditional paper QSLs will be offered. Recordings on disk in
.mp3 or .wav format, audio files via e-mail or cassette recordings will be

The times seem odd, 1000-1030 UTC for a half hour and 0000-0300 Mountain.
Would that be a half-hour or three-hour test? Regardless, I will be at my
Burnt River ON DX site and will be plugging away for this one. It would be
only my second-ever froim there for Arizona. My appreciation for the test to
those who are making it happen!

DX'ing with his Sangean CST818 and 30 meters longwire out of Pierrefonds
(Pierrefonds-Roxboro / Montreal's West Island), Quebec, Canada
5995 CONGO, Radio Congo, Brazzaville DEC 3 0605 - during the wee hours during
the morning hitted by the heavy snowstorm, Radio Congo was breaking through the
RHC-6000 splatter quite nicely with minimalist traditionnal tribal music. Not
very strong, but not too weak either. Quite poor. My Sangean CST-818 which
doesn't too a very astonishing job on LW and MW seems quite good on SW.
Unfortunatly, not too many SW stations are left in either Africa or Latin
America and it isn't a highly proffessionnal communications rig in order to
bring out of the noise mush the Peruvan and Bolivian flea-powered stuff. I look
for a communication receiver is important for me, yet, I prefer searching for
Aventure FM tapes and building something of a revival of this wonderful French
station ! That being said, I'm looking forward doing some DXing tonight, as
soon as I write one more Aventure FM aircheck request... (Chiochiu-QC)

South Africa: Government to License More Campus Radio Stations

A recent four-day workshop to discuss community development principles
and strategies for campus radio stations in Lokoja, capital city of Kogi State
in the sourthern part of Nigeria, applauded the government's decision to
license more radio stations for the country's tertiary institutions.
Participants in the conference who came from approved and licensed radio
stations as well as those awaiting approval; all concurred that the decision
indicates positive developments for access to media, communication
pluralism and national development in general.
The workshop organised by the Institute of Media and Society (IMS) and the
Open Society Initiative for West Africa (OSIWA) also observed that the
government policy reform in this regard, which began in 2004, is long
overdue for submission.
The workshop attendees also commended the National Broadcasting
Commission (NBC) for its sterling work in creating a conducive environment
regulatory environment for campus radio stations and for community radio
stations to thrive.
Participants also pointed out that the operations of campus stations would
have an immense impact in the development of Nigerian academic
communities, and the demand to open more campus radio stations remains
very high in Nigerian educational institutions.
According to the conference communiqu? the demand is so high that
current licensing measures are coming under immense scrutiny from
academic institutions who want to establish more radio stations. The
communiqu?' said: "...[T]he licence approval process is not keeping pace
with demands from academic communities."
However, in line with regulatory requirements education authorities also
require capacity-building training to facilitate appropriate management and
optimization of benefits of campus radio.
Participants equally called for continuous regulatory reviews between NBC
and stakeholders, decrying, however, that licence approvals have so far
been limited to academic communities while applications for licences by
other types of community such as rural, sub-urban remain inclusive before
the regulatory body.
They further recommended that educational institutions who have obtained
or about to obtain broadcast licences should recognise the diversity of the
campus community in the management of campus radio stations.
In addition school authorities should understand and manage campus radio
as non-profit and community development tools and encourage all campus
radio stations to generate programmes that would be relevant to their
primary and secondary communities, as well as establish mechanisms that
will ensure accountability and transparency in the day-to-day running of the
campus radio stations, among others.________________________

At the 2007 World Radiocommunicaton Conference (WRC-07) in Geneva,
the International Telecommunication Union approved the DRM system for
use in tropical-band broadcasting.
Since 2002, the ITU has endorsed DRM for international broadcasting in the
long-, medium- and shortwave frequency bands, with the exception of the
tropical zone 120, 90 and 60 meter bands. These bands are the frequencies
near the lower end of the shortwave spectrum reserved for domestic
broadcasting purposes in countries located roughly between 30 degrees
North and South latitudes.
The ITU has now sanctioned the implementation of DRM between 3,200
and 5,900 kHz, thus opening up a significant market for broadcasting in
tropical areas.
"The recognition of the DRM system is now totally worldwide for all digital
radio applications of various types around the world in the traditional
broadcasting bands below 30 MHz - longwave, medium-wave and
shortwave," said Donald Messer, DRM representative at the WRC.
Additionally, the DRM Consortium is testing an adaptation of its system to
VHF bands I and II. When complete, the system will be available for
worldwide use in all terrestrial broadcasting bands up to and including the
FM band (VHF band II). ________________________
