French Guiana, 9825, Radio France Internatinal, 1005-1030, Noted
various persons in Spanish language news and comments. At a point,
noted a clear ID in Spanish "Radio France International". Signal was
good. (Chuck Bolland, July 20, 2008)

** CHINA. Unusual propagation, July 20 at 1325 when Firedrake was audible on
17705, once again vs nothing listed unless it`s running late against AIR
Chinese via Bangalore at 1145 ending at 1315 per Aoki. While 17680, CVC Chile,
normally VG, was JBA (Glenn Hauser, OK, DX LISTENING DIGEST)

** GABON. ANO, 17630, July 20 at 1326, S9+15 on the FRG-7 meter, but quite
undermodulated, which is fine since it was rap in French (Glenn Hauser, OK, DX
LISTENING DIGEST)

** SWEDEN [non]. Sveriges Radio via Sackville, 15240, July 20 at 1318 had a YL
cabaret singer in English, and more of same a few minutes later after break for
some talk in Swedish. How often do we hear any music on R. Sweden`s English
service other than to fill out the half hour? (Glenn Hauser, OK, DX LISTENING
DIGEST)

** VENEZUELA [non]. It was reported that ``Al?, Presidente`` had been suspended
indefinitely as HCF is too busy to do it, so I was wondering whether Cuba would
continue to broadcast that block from 1400 UT Sundays. Yes, July 20 at 1403
check in progress with intro, and 1404 RHC`s Mundo Siete program, best by far
on 13750, // 13680, 11875, 11670. 13680 and 11670 were weakest and not
synchronized. This programming is separate, not // daily RHC frequencies such
as 9550, 11760, 11805, 12000, 15370. Recheck at 1631, all the former bunch
still on in same relative positions, but not Ch?vez speaking. Re2check at 1901,
all STILL on, and now it does sound like a live speech by Ch?vez, with
applause. By now the fifth frequency 17750 was just barely audible, and 11670
had a 4 Hz SAH, probably DW in Arabic via Sines, Portugal at 100 degrees (Glenn
Hauser, OK, DX LISTENING DIGEST)

UNIDENTIFIED. 9500, sweep tones again running Sunday July 20 at 1250 check, and
this time continued past 1300, still at 1307 until off about 1330. There are
three tones, mid-hi-lo, and then an upward sweep, repeating and repeating, but
not the same audio frequencies in consecutive iterations. This time I noticed
that the transmission was spreading weakly as far down as 9465 and as far up as
9526, where different sounding sweeps could be heard weakly interfering with
Indonesia (Glenn Hauser, OK, DX LISTENING DIGEST) ###

Hello,
On July 19 I was tuned to 15590 KHZ at 2350 UTC checking for WRNO
testing. I heard an unidentified station playing Country music then at 0004 UTC
they switched to Spanish sounding music and abruptly went off the air at 0030
UTC, I never heard a station ID but can't imagine that it was WRNO. For some
reason I couldn't get into the EIBI website to check what stations are on that
frequency at that time.

Maybe the US government can now spend more time broadcasting to it's own people
explaining what they are doing with the disgusting mess we have going on with
our failing economy and war presence in the Persian Gulf. Rather embarrassing
to criticize other governments when we ourselves are in need of reform.

For myself I much prefer listening to the Spanish language broadcasts coming
out of Cuba via RHC than what the USA is pumping into Cuba via Radio Marti.

Have a great rest of the weekend!

Cuba broadcasting ripped

http://www.swamppolitics.com/news/politics/blog/2008/07/cuba_broadcastin

The U.S. government's long and troubled history of trying to broadcast TV
and radio programming into Cuba added another unhappy chapter with
release of a Government Accountability Office report critical of efforts to use

commercial broadcasters to beam Radio and TV Marti signals into the
island.

No-bid contracts awarded in December 2006 to transmit programming via
Radio Mambi and TV Azteca "did not reflect sound business practices",

GAO investigators found.

The GAO also criticized a lack of transparency in the way Miami-based
Office of Cuba Broadcasting recruits and pays for production and on-air
talent.

OCB defended the contracts to Mambi and Azteca, arguing that the U.S.
urgently needed a way to reach the Cuban people because of the
deteriorating health of president Fidel Castro (pictured above).

The government watchdog inquiry was requested by Massachusetts
Democratic Rep. William Delahunt, a longtime critic of the broadcasting
regime, as well as of the U.S. economic embargo against Cuba.

Delahunt is part of an increasingly vocal faction in Congress who view the
Cuba broadcast operation as a financial sop to the politically influential
Cuban exile community in Miami rather than as a serious effort to engage
the Cuban people.

Delahunt said the GAO findings are troubling. He noted that an agency
investigation into the OCB's management continues and he promised more
scrutiny of the Marti broadcast operation.

Here's a 2006 Tribune story offering a broader overview of some of the
shortcomings of the Cuba broadcast effort:

WASHINGTON (CBS4) ? In a report issued Tuesday, the Government
Accountability Office said the International Broadcasting Bureau failed to
follow proper federal contract procedures when it it authorized no-bid deals
totaling $1,069,451 for local stations that air Radio and TV Marti broadcasts
to Cuba.

In response, IBB officials said they decided against publicly seeking
competitive offers because theydid not believe they would get satisfactory
responses from other potential providers. They also said they feared the
move would alert the Cuban government, which would be better able to jam
the broadcasts.

The report is the first in a series of GAO studies on the operations of Radio
and TV Mart?, which beam commentary, entertainment and news to Cuba
under the Office of Cuba Broadcasting, which is based in Miami.

The report also is part of a broader investigation into the U.S.
government's
efforts to beam news and other programming into Cuba.

The U.S. has sought to provide alternative news and information to the
communist island since the 1980s, and its efforts have long been
controversial.
