The first edition of the Prime Time Shortwave English schedules are now 
available for the B-08 season at Prime Time Shortwave, 
http://www.primetimeshortwave.com   Schedules are sorted by time, country 
and frequency and available in ascii text, DBase and Excel formats.  The 
Palm OS file will be available in a few days.  Thank you for Ernest Riley 
and Daniel Lyddy's work on creating these files.

This week's show features stories from China Radio International, Radio 
Netherlands, Radio Havana Cuba, and the Voice of Russia.
>From CHINA- China again demanded that the US cancel its arms sales to 
Taiwan. China is confident in its plans to keep its economic growth steady, 
and an analyst from Merrill Lynch agrees. The World Food Program is 
worried that the poorest people will be hungrier, sicker, and have fewer jobs 
because of the global financial crisis. North Korea has resumed the 
disabling of its nuclear facilities, following the removal of the US 
designation 
that it is a terrorist state. China has set up a center for research into 
nuclear 
fusion and is a partner in the construction of a fusion power plant in France.
>From NETHERLANDS- Radio Netherlands has announced that it will 
eliminate shortwave broadcasts to North America on October 26. The 
decision is based on their surveys that find very few listeners in N America. 
If you ever listen to RN on shortwave, please let them know- by email to 
letters [at] rnw.nl or send them a letter to Radio Netherlands Worldwide, PO 
Box 222, 1200JG, Hilversum, The Netherlands.
As oil prices fall, many environmentalists worry that there will be less 
emphasis on developing alternative energy sources. Some European 
politicians see the financial crisis as the time when Western nations cease 
dictating their economic systems to the rest of the world- and the President 
of the World Bank will no longer automatically be an American.
>From CUBA- As a result of the Israeli blockade of the Gaza Strip, over 240 
medical patients died needlessly since June 2007.
>From RUSSIA- 3 commentaries from the VOR. First, the new budget for the 
wars in Iraq and Afghanistan nearly equal the cost of the US financial 
bailout. Time is running out for an agreement on the status of US troops in 
Iraq. Finally, observations on an editorial in Newsweek called "The Fall of 
America Incorporated."

station , starting on 1308 with songs. On 1309 talks by OM in Hmong with 
amen too. Signal S7 max 33433 Liangas 21/10/8

XIZANG 7240 Xizang PBS 2200 with slithly overlaoded audio and some 
audio background buzz with talks by man in tibetan  THis was on 19 but 
same as on 20 with neaerl samer heard in the start  of thee plug in tibetan  
program in the normally  Chnese program in these freqs .What happens???

Enclosed please find Word-attachments of the new B08 Winter schedule of VOICE 
OF KOREA, 
Pyongyang, Dem. People's Republic of Korea (North Korea) which will start one 
week earlier than usual.
It is valid as of Monday, 27 October 2008, 07:00 UTC. It appears that last 
year's schedule comes 
into effect again unaltered except for the feeder frequencies 3560 & 4405 Khz 
which changed their languages by 16 February this year.
Have not yet been able to confirm Japanese broadcasts but I assume these will 
also be the same as last year's. Any 
further information or amendments will be mailed when and if they become 
available. I hope for a wide publicity electronically (e.g. on your homepage) 
or

WORLD OF RADIO 1431 SUMMARY [last week]

 issues of DX Listening Digest]

*From the first Sunday in November, Nov 2, all WORLD OF RADIO times on  
 US SW stations move one UT hour later, on same frequencies, at the 
 end of DST. In areas going off DST we will seem to be at the same 
 local time
*From the last Sunday in October, most SW stations make time and/or 
 frequency changes for the B-08 season. We`ll include as many of those 
 schedules as possible in this half-hour
*Radio Solh, US psyop to Afghanistan via UK transmitters, well-heard 
 lately on 17700, and after more than a year of playing exactly the 
 same music at the same time every day, has changed music lineup, no 
 longer with skipping/sticking CD at 1346; 17700 transmission ran 
 1200-1800, and usual B-season change is 1200-1500 on 15265, but 
 unconfirmed
*Radio Tirana, Albania, B-08 English schedule, includes 9345 instead  
 of planned 7510 or 7485 for some transmissions
*RAE, Argentina, as reported last week reactivated on SW, but from Oct 
 19 due to DST in Buenos Aires, until March 15, all external programs 
 moved one UT hour earlier. English M-F at 17 on 15345v, Tue-Sat 01 on 
 11711v
*Radio National cancels a number of popular shows in 2009, many of 
 them also carried on Radio Australia
*ORS, Austria B-08 still has English to North America on 7325 and via 
 Canada 13675
*Voice of Biafra International, Fridays 20-21 via WHRI, on 17650 in 
 Sept and early Oct, went back to 15280; in Nov supposed to be 15665
*Bolivian on 6155.3, presumably Radio Fides heard in Florida from 
 0912; Radio Causachun Coca, 6075 unheard for a week as of Oct 22
*R?dio Cultura S?o Paulo, Brasil, reported active again on 17815, 
 heard at 1815; low power but look for it worldwide
*Radio Bulgaria B-08 English; also Radio Varna weekly in Bulgarian
*Ken L. A. Burgess, verie-signer of CKSW 570 in Canada, killed in 
 traffic accident [not CJSW as I said; CKSW is in Swift Current] 
*Several frequencies of CNR1 Beijing transmitter site off the air as 
 of Oct 20, including 5030: see Malaysia Sarawak below
*Radio Okapi, for Congo DR via South Africa, well heard in North 
 America at 04-06 on 11695; other broadcast in B-08 will be at 16-17 
 on 9635
*Voice of Croatia finally quits the 40m hamband for broadcasts to the 
 Americas, this B-08 season on 7375 instead of 7275 last winter [not 
 summer, when has been on 9925]; three overlapping transmitters via 
 Germany, 23-06 UT
*After 6.5 months colliding with Spain on 11680, Cuba moved to 11690
*Radio Cairo, B-08 English including new: 2115 on 6255, 2300 on 6850, 
 0200 on 7535
*KWHR, Hawaii, no longer appears in FCC schedules for B-08; presumably 
 closed down with all transmissions moved to T8WH Palau
*Voice of Indonesia resumed 9526 on Oct 15, for English at 13-14, ex-
 11786v, so now well heard in North America [and stayed there for at 
 least 9 days]; interference from 9525 before and after this hour, but 
 we hope will remain clear in B-08

*From South Carolina, Brother Scare on new 3270 via WWRB evenings, ex-
 5745? Also daily 14-16 on WBCQ 9330; Sabbath was also on 15420
*Radio Sweden canceling morning broadcasts to North America in B-08, 
 no more breakfast listening; still via Sackville evenings, and 
 frequencies for elsewhere we can try in the mornings
*Radio Ukraine International B-08 English
*Construction Permit for new SW station in Lebanon, Oregon, KTMI, 
 expired Oct 3, but FCC has extended it; we have no reports of any 
 progress in axual construxion, but keeps registering schedules
*Harmonic of WSRC, 1480, Fair Bluff NC, heard in Lenoir on 4440 after 
 1149 UT [on day facility, not night as I said]
*WRNO, New Orleans has been missing from 7505; chief engineer explains 
 awaiting improved parts for new ELCOR transmitter
*WWRB, Tennessee, 5050, heard in 00 UT hour with spurs on 5034.26 and 
 5065.74
*Overnight AM talkshow from OKC resumed Oct 16 on WRMI 9955, M-F 21-24 
 replacing many WRN relays including Ireland and Israel
*Friday it ended early so extra repeat of WORLD OF RADIO at 2330
*John Paoli, chief engineer of KFI, 640, Los Angeles, has died; 
 responsible for getting their new tower built and it should be 
 dedicated to him
*1Africa, CVC Zambia, changes schedule for B-08, reducing hours on 
 13590 which was well-heard in North America thanks to 315 degree beam 
 intended for Nigeria; 9420 at 17-22 will collide with Greece
*Radio Tanzania Zanzibar active again on 11735, including English news 
 most days at 1800 [Thursdays at 2000 instead, it seems]
*SW Radio Africa, for Zimbabwe at 17-19 B-08 moves from 12035 to 
 11745, also 4880
*Propagation outlook from Boulder Oct 21, A and K indices peaking Nov 
 7 at 35 and 6 ###
