also some new procedures for the application such as Edit In Place.  If you

** BULGARIA. No warbling problem on 11700, Dec 18 at 1356 with R. Bulgaria folk 
music // much stronger 15700. Also OK Dec 19 around 1430 (Glenn Hauser, OK, DX 
LISTENING DIGEST)

** CUBA. RHC 6000 still on the air past 0700, Dec 19 at 0704 with news in 
English, as 2-hour program had started automatic replay and transmitter 
engineer was dozing? However, 6060 was off and 6140 had just gone off after 
open carrier. Recheck at 0706, 6000 was also off, no doubt frustrating those 
listeners legitimately expecting to hear a full newscast from Habana. SNAFU. 
Maybe the webcast keeps running at least until 0900? (Glenn Hauser, OK, DX 
LISTENING DIGEST)

** JAPAN. NHKWNRJ, Dec 19 at 0658 not only very strong on 6145 usward, but also 
on much weaker // 6165 mixing with Croatia, and then in Japanese bothering 
VOC`s brief English news at 0700. Had not noticed them on 6165 before; 300 kW, 
330 degrees from Yamata (Glenn Hauser, OK, DX LISTENING DIGEST)

** MEXICO [and non]. 6185 often noted with audible hum, estimated 30 Hz or so, 
such as Dec 19 at 0702. RNA BRAZIL in Portuguese could be heard, but no other 
audio. I suspect it`s caused by off-frequency XEPPM, Radio Educaci?n, on the 
air but not modulating (Glenn Hauser, OK, DX LISTENING DIGEST)

** ROMANIA. RRI, which was missing from 11970 a few days ago, back on Dec 18 at 
1352 check towards end of English hour, with football news. So it`s still 
colliding with WYFR before 1345 (Glenn Hauser, OK, DX LISTENING DIGEST)

** UZBEKISTAN. 6225 with easily recognizable Harold Camping intoning, Dec 18 at 
1405. Is PWBR `2009` any help? Yes! Says Family Radio via Uzbekistan, and that 
is confirmed by HFCC, Aoki and EiBi; during the 14-15 hour only, 200 kW, 131 
degrees. 

So I will criticize Uzbekistan instead, not exactly a Christian-friendly 
country, for selling out to the gospel huxters after cancelling its own 
lamented external service, Radio Tashkent. They probably figure the ordinary 
listener in South Asia will never know this is coming from Uzbekistan, as there 
are no announcements, ``This is the Family Radio transmitter leased from 
Uzbekistan, signing off`` 

Furthermore, I was hearing a much weaker signal on 6260, some music barely 
audible, and heavy flutter. The online listings agree this can only be CVC 
International, another evangelical outfit, in Hindi to S Asia, also via 
Tashkent, 100 kW at 153 degrees, 1400-2000 and also 0000-0400. Being a 
land-locked country, Uzbekistan obviously has no respect for the marine band 
6200+, as long as the Christians can get blamed for the intrusion (Glenn 
Hauser, OK, DX LISTENING DIGEST)

UNIDENTIFIED. 6215, Korean numbers by YL, Dec 18 at 1405 after a pause. Think I 
may have just missed the musical introduxion. Russian was much weaker, barely 
audible at 1406 on 6285 from VOK (Glenn Hauser, OK, DX LISTENING DIGEST) ###

Jimma Palace, which was one of the resting spots of Emperor Haile Selassie I 
and the seat of his principals, is to be given to Radio Fana, the nation?s 
first private multilingual national broadcaster. Constructed in the 1940?s by 
Tsehay Enqu, close confident of the late Emperor and administrator of the 
region, the palace is situated on the road from the town?s airport to Ferenj 
Arada around Bosa Arat.
 

Currently, Wakjira Terfassa, Jimma Zone deputy administrator, lives in the 
Palace situated on a 1.5hct plot holding Gibe Hall, one of the largest assembly 
halls in the city.
 

?The palace has so far not been put towards productive purposes,? said 
Kefyalew. ?We have decided now to grant the palace to Radio Fana to open a 
studio in it.?
 

A senior officer at Radio Fana confirmed to Fortune that the town 
administration is to provide the palace to a third party. 
 

?Our technical staff will first assess the feasibility of the palace for radio 
broadcasting and submit its findings to the radio station. The board of Radio 
Fana then decides the fate of the request.?

According to a radio engineer, the location of the palace is suitable for 
beaming signals as it lies atop a hill with access to Jimma?s population.
 

After the fall of the Emperor, Tessema Belay (Colonel), administrator of Kefa, 
used to reside in the palace. Derg leader Mengistu Hailemariam was also claimed 
to have rested at the palace. 

Following the ousting from power of the military regime in 1991, the defence 
armies controlled the compound. 
 

The 15-room palace also has a neighbouring church, which is feared to disturb 
the broadcast.
 

According to a resident of the town, Junedin Sado, minister of Transport and 
Communications, who earlier was president of the Oromia Regional State, has 
consulted with residents of the town concerning the possible fate of the 
palace. The prudent choice in the minds of the town?s officials was to make the 
palace a museum, library or guesthouse.
 

?It is not a wise decision to give the palace to Radio Fana while the city is 
suffering from lack of proper hotels for guests,? says a resident of the town. 
The radio station is expected to take programmes from its main office in Addis 
Abeba and develop in-house content on local issues broadcasting 212 hours per 
week.
 

In addition to Jimma, Radio Fana this year has planned to broadcast from four 
other regional towns.
 

?We have requested to be granted spaces for studios in Awassa, Gondar and 
Harar,? said a senior official of the station.
 

Fana has floated a tender to procure a one & two KW FM Transmitter with 
complete system studio equipments, on January 24, 2008. The tender closes on 
February 28, 2008.

Although the Mayor of Jimma said that Radio Fana would provide community radio 
service to city residents, an executive member of the station told Fortune that 
they are targeting commercial radio including in the other three expected towns.
