Isro-built European satellite W2M along with Eutelsat's Hot Bird 9 satellite
for broadcasting services will launch on 21 December.
The Ariane-5 rocket will be launched from Kourou spaceport in French Guiana,
South America.
The W2M carries 32 transponders in Ku-band as against 64 transponders in the
same band by Hot Bird. Its transponders will be used for the broadcast of
digital and the new high-definition TV channels, besides interactive services.
The satellites will cover a vast area extending across Europe, North Africa and
the Middle East.
"W2M displays great flexibility to operate a wide range of services from
television broadcasting to data networks and broadband. It has fixed beam
coverage for Europe, North Africa and Middle East and a steerable beam which
can be re-oriented in orbit according to market requirements, notably towards
Africa and central Asia," Antrix managing director Sreedhar Murthy pointed out.
According to Arianespace, the W2M, to be carried in the rocket's lower
passenger slot, will be positioned at an orbital slot of 16 degrees east. Its
32 transponders will provide both television and radio broadcasting services
for Eutelsat.
Hot Bird will be released first during the mission sequence from the rocket's
upper position stack and deployed in the orbital slot of 13 degrees East..
The 3,462-kg W2M was designed and built at the satellite centre of Isro in
Bangalore at $80 million (Rs 4 billion) for the European satellite operator
(Eutelsat) under the Isro-EADS-Astrium alliance formed in 2006.
Isro-Antrix formed the alliance with EADS (European Aeronautic Defence and
Space) Astrium, Europe's satellite system specialist to build communication and
broadcast satellites for the international market.

After two years of growth and consolidation in 2007 and 2008, the FM radio
industry in India is looking forward to further growth in 2009. With the likely
allowing of news and current affairs programmes on private FM radio and Phase
III expansion policy expected to be announced soon, there are some
action-packed times ahead.
However, as exchange4media finds out, there is also a cautious eye that the
industry ie keeping on the current economic slowdown scenario.
The year of consolidation
According to industry players, 2008 has been a phenomenal one with a lot of
excitement as also a period of consolidation.
According to Apurva Purohit, CEO, Radio City, and President, AROI, ?The year
2008 has clearly been a year of fulfilment with the Radio City brand offering
an even richer experience to both listeners and advertisers alike. The
successful launch of our national network was followed by a consistent and
uncompromising city-focus in every market of operation, which was taken across
to our listeners with extremely successful and clutter-breaking campaigns.?
She added, ?Our domain leadership among SEC AB audiences offered advertisers a
potently effective, quality delivery vehicle to showcase their brands.
Furthermore, we added to our portfolio of offerings, thereby allowing the
advertiser the leeway to opt for an integrated brand experience. Planet
Radiocity marked our foray into the digital domain, we ventured into a new,
dedicated business vertical. Leading our thrust on non-traditional revenues via
activations, we announced Radio City Connect, our full spectrum activations
cell providing end-to-end 360 degree brand marketing solutions.?
Prashant Panday CEO, Radio Mirchi, observed, ?We had a good first half and like
other media companies, we are also facing unprecedented challenges in the third
quarter. Tough times call for tough decisions ? and we are working at making
the best of the situation. But, there is no denying that the advertising
business is in a bad shape right now. I do feel, however, that by January 2009,
a lot of the bad news may dissipate as brands emerge with new budgets.?
Abraham Thomas, COO, Red FM, noted, ?The year has been good for Red FM, we have
further consolidated our position as the No.1 station based on our
thought-provoking content and attitude. Besides that, we have worked on taking
the brand beyond radio to other media with associations like Bindass Live with
Malishka and Bajaate Raho Awards.?
He further said, ?Overall, the year 2008 has been a year of progressive
reforms, paving the way for further changes in the years ahead. Most of the
talked about changes have been progressive policy changes such as allowing
political ads on radio, etc. They have been targeted towards increasing the
penetration of the medium as well as allowing new sources of revenue for the
industry.?
Harrish M Bhatia, COO, My FM, said, ?From the very beginning, 2008 was a very
productive year for us since we had completed the 17-station launches by the
end of last year. And this year was the growth period and time to consolidate
our position in our markets. We have come back with 50 per cent more
listenership than Big FM in Chandigarh and Radio Mirchi in Raipur.. We have
been constantly innovating our content and programming, keeping in mind the
evolving preferences of our listeners.?
Different strokes for 2009
Looking ahead, Purohit said, ?The year 2009 is not going to be an easy year for
any industry, however, to what extent is something that no one can predict. If
the several initiatives being planned by the Government play out and the
economy does get a boost, we are seeing a recovery as early as April 2009. If
not, then we may be in for a long haul of slowing growth.?
She added, ?I think it is a great opportunity for not just Radio City, but the
entire radio industry to reiterate the medium?s effectiveness and high ROI for
brands wanting to use micro or localised marketing as a strategy to manage the
slowdown. We thus hope to see more and more astute marketers benefiting from
radio in 2009.?
Thomas explained, ?Radio, which is already proving to be a more cost effective
medium for local/ retail advertisers, is poised for a higher growth rate than
other local media such as print and outdoor. From an advertiser?s perspective,
Radio?s CPT is around Rs 331 as compared to the CPT of print, which stands at
Rs 1,176, which is important to note in these times of global economic
recession and meltdown.?
Bhatia observed, ?As far as 2009 is concerned, My FM is definitely looking
forward to an even brighter year ahead. We are already geared to embrace the
permission to broadcast news and current affairs and are hoping that the
settlement of music royalty issues will give a boost to the growth as well.
These issues are common to all radio players. Furthermore, in the third phase
of licensing, we will be looking to establish ourselves as a leading radio
station with national footprint.?
Lancelot Cutinha, Senior Vice President - Human Resources, Big FM, said, ?If
the downturn continues and if the economic conditions get worse, we will see
the survival of the fittest. Only time will tell.?
The industry is eagerly looking forward for an exciting and brighter 2009,
especially with the Phase III expansion policy expected to be rolled out next
year. However, there is a concern about the slowdown continuing for a longer
time and the industry is also in a wait and watch mode.

Montreal's West Island using the Sanyo MCD-S830 barefoot for MW and the Sangean
CST-818 with the battery-powered PK's Magnetic LW loop for LW
Trans-Atlantic DX:
162 FRANCE France Inter, Allouis DEC 22 0205 - woman reading poems with a
dramatic voice, followed up by 1 or 2 FF electropop numbers, then a feature
about an African immigrant coming to Paris followed by corny African Jazz-Ethno
music, then talk about the true nature of coup?-d?call? (conteporary rhythmic
music originating from the Ivory Coast), mainly using major chords, though
using minor ones too at times) which puts you in a Trance without "un philtre
d'amour". Generally very good, but local computer-like QRM maked
understandibility partial especially during the poem reading when the signal
was slightly lower. In any event, best ever reception of this station ! The new
battery (which already weakened) definitely allowed the PK's Magnetic LW loop
to be the perfect choice ! (Chiochiu-QC)
171 MAROCCO Medi Un, Nador DEC 22 0407 - about one hour later after getting
France-162, I had my best reception of these guys with broadcast announcement
in French (station's identity, frequency, etc.), probably talking about the
upcoming FF language px (this station is bilingual), but it was so chopped...
Poor-fair with severe computer-like QRM. I see old repports about the GWEN,
what the Groundwave Emergency Network is all about ? Noises, morse, voice
utility signals or computer-like noise ? All the repports I saw are in the Mark
Connelly's IDXD archive from the 1990s... (Chiochiu-QC)
183 GERMANY Europe 1, Felsberg (Saarlouis) DEC 22 0330 - fired their tx on
about this time. I heard that Europe 1 is 24h on FM and broadcasts from
0230-2300 UTC on LW or something like that. First heard with a half electropop
half acoustic Afropop tune by Amadou et Mariam, then the announcer was
complementing their work saying in French they found the right balance between
African and Occidental music. Then into the analysis of an english-speaking
singer singing like Mariah Carey or Whitney Houston that was fairly obscure to
me. Weird to have African music-related features on two differents FF stations
! Huge with very little in the way of deep fadings and absolutely no local
computer or beacon QRM at all on this frequency as the PK's Magnetic loop seems
unsensitive to overload from strong pests such as CINF-690 or CFAV-1570 ! This
and Iceland-189 were the best LWers the past evening ! (Chiochiu-QC)
189 ICELAND RUV - Rikisutvarpid, Gufuskalar DEC 22 0225 - Man in Icelandic
making some comments in between obscure musical selections that sounded like a
gothic version of mid-1950's rockabilly with Icelandic lyrics. (Iceland,
despite it's small size and small population, has a rich musical industry).
Good, slightly weaker than Europe 1 on 1983 which was VERY good, but the best
was yet to come. +DEC 22 0800+ - after a good movie watched past midnight and
all that astonishing DX couldn't sleep, so fired the Sangean CST-818 / PK's
Magnetic LW loop combo once again. France-162 was still fair and partially
readable in spite of computer-like high-pitched growl and this one was
EXCELLENT, semi-local-like and unbelievable with, at this time, mainly two men
and occasionally a woman in Icelandic with two or three songs sqeezed in
between the talk segments of their program. The chatter was partly
music-related, I think, as I recognized the "rock" and "blues" words. At the
end of one!
of the talk segments, heard a man making his voice softer and the other one
said a word ressembling English "Thank You" and German "Danke!" (Icelandic is a
Germanic language and have small ressemblance with both English and,
especially, German - Bogdan). After the Danke-like word, 4 seconds break, then
a classical interlude with beautifol trompett sounding like Bolero de Ravel.
Our dog was sitting in the bed and as the classical trompett-based interlude
began, he jumped toward the radio... So it seems we have a second DXer in our
house. (Our dog was treated by a series of psy trance, progressive rock,
classical music, World Music and French-Caribbean zouk music all summer long; I
played the same record once every 3 or 4 days in order to help him developp a
melodical sense. At night, I almost always left the radio switched to the
classical music local CJPX on 99.5 MHz FM. He is quite sensitive to music,
indeed. What maked this unusual was that it was a distant station with !
EXCELLENT signal by DX standard SEMI-local-like and with FAIR signal f
or a local listener, so a few barely noticeable noise - for me - was audible
and the dog has even better ears - Bogdan). (Chiochiu-QC)
198 UNITED KINGDOM BBC Radio 4, Droitwich DEC 22 0258 - Man in
British-accented English with a fair accent with QRM from a fairly strong local
beacon on 201 kHz and from a weaker skywave-propagated one that was right on
198 and was a bit weaker than the BBC-198 signal. (Chiochiu-QC)
225 POLAND?? unID DEC 22 0325 - music at a threshold level briefly noted here
but faded away at 0331 recheck. If I get this, which is a fairly difficult LW
catche under what our nearby colleague Sylvain Naud judge by himself to be
less-than-spectacular condx on LW, then my home country Antena Satelor on 153
kHz out of Bod should be, AT LEAST, remotely possible. (Chiochiu-QC)
234 LUXEMBURG, RTL, Junglister DEC 22 0146 - this alerted me before using the
Sangean CST-818 barefoot I could hear Sting way down in the noise. Very
excited, I changed the battery out of my brand new PK's Magnetic LW loop and
using the brand new one, rotating the antenna's QRG amplifier I could either
amplify the 232 kHz beacon, RTL-234 or a 237 kHz beacon, so this one was
sandwiched in between 2 NDBs, yet thanks to it's good signal was partially
readable. Using the Sangean CST-818 barefoot, this one was threshold and the
beaconds which were slightly weaker were at VERY threshold levels, so I can't
say the reception pretty much improved, but at least it had a rich fully
dynamic sound in spite of high-pitched NDB's morse QRM. + DEC 22 0341 - good
once again in spite of NDB QRM that was reduced by amplifying only 234 with the
amplifier right in the center of the wanted frequency in order to somewhat
attenuate 232 and 237, playing "Musique" by France Gall from 1975, one of h!
er very few Disco records then man in FF with RTL ID and time-check "4 heures
quarante-et-une", but the rest of his talk was buried in adjacent channel
beacon's splatter. Partially readable, of course, but at least the signal it's
self was quite strong. (Chiochiu-QC)
252 ALGERIA, Alger Cha?ne 3 DEC 22 0211 - with the receiver tuned to 253 kHz
in AM Narrow mode (the BFO is a lackluster for listenable BCB signals) and the
antenna's set to favour reception around 252 kHz while reducing the 4 kHz
distant local UL beacon on 248 kHz heard at a poor level a plaintive male AA
vocal (not ra?, sounded more traditionnal than ra? does) getting through the
still not completly nullled UL-248 kHz QRM. I didn't even think I was sure of
getting this one someday. Of course, if the Sangean CST-818 has slightly below
average IF image rejection and slightly above average sensitivity, it's
selectivity is excellent - UL is super-powered (1000 W), yet this one managed
to get through at a somewhat impressive level, at least by the rather tolerant
DX standards. Impressive ! Now, if I could only get Atlantic 252 which is off
the air since 2001 - one of the very few commercial broadcasters using LW. Is
RTE Radio One using less power than the former Atlantic 252 d!
id ? + DEC 22 0410 - FF talk, unreadable, very weak and unreadable, weaker
than at 0211 UTC. (Chiochiu-QC)
585 SPAIN, Radio Nacional de Espa?a, Madrid DEC 22 0046 - briefly fading up
at a poor and partially readable level with radio drama in Spanish, otherwise
mostly threshold at best. MW TAs were almost inexistent the past night. Even
this one (the only one heard) was very unimpressive. On Friday evenings they
were much stronger and so they were on Saturday. (Chiochiu-QC)
1071 SPAIN, Euskadi Irratia / 1080 / 1143 SPAIN, SER DEC 21 / 22 - no log -
just out of the amusement, I tried for this channel. I managed to null out WTIC
to a fairly fair and barely acceptable signal level even the past night even
though the further and lower in frequency WJR was almost unnulable. In spite of
that nothing under the nulled WTIC. I think the SER-1080 is the best way to log
an even-channel TA from Spain (Vatican-1530 is easier but I think Jesus was a
masochist and the Pope is part of the Reptilian brotherhood who used the
masochism of Jesus to manipulate us and to use the pain of a lack of justice to
provocate nvrosis while our passions flew away in an unneded way - another
reason why I didn't had the patience to positively identify the SS rel. "Radio
Cadena La Voz de la Victoria" mystery on 540 a few weeks ago), but nothing
materialized. The nulling of WTIC's IBOC hash enabled me to get a nice signal
out of CHOK-1070 which has country music (ex. oldies) !
for a midldly interesting domestic DX challenge (I love to DX stations playing
music, any kind of music with the exception of punk-rock which is way much
worse than the hardest form of metal - is like someone laughing at you in a
very cold and unfriendly way). Maybe CHOK was, at a good level, too strong to
allow the 1071 local Spaniard Euskadi Irratia to squeeze by, I don't know... On
1143 while tuning between 1140 and 1150 only got some splash from
CKOC/CJRC-1150 that almost reached 1140 and were quite noticeable just above
the high side of the 1140 kHz NA channel. So a no log. (Chiochiu-QC)
1215 - nothing heard yesturday using the Sangean-CST-818 barefoot as there are
way too many overspills using the Sanyo MCD-S830 which its relatively wide
selectivity. (Chiochiu-QC)
1134 SPAIN COPE, synchros (probably the 50 kW tx) DEC 21 0021 - Man in
Spanish and some music getting through for a few seconds through difficult to
maintain a null on WBBR-1130. Probably Croatia in there too, but not sure. A
narrow filter would have dealed easily with this one, but, alas, the Sangean
CST-818 rx may be more selective than my Sanyo MCD-S830 barefoot, but it's much
less selective (though I tried 1134 in AM Narrow position and heard nothing). I
don't have a MW loop right now. What models should I try ? (Chiochiu-QC)
Pan-American DX:
750 VENEZUELA, YVKS, Caracas, Distrito Federal bolivariano DEC 22 0035 -
Woman in Spanish way under WSB. The only South American noted the past evening.
Like I said, condx on MW for both the LAs and the TAs were really awful the
past night and they seemed short-skip dominated, but I understand that 375 can
make a huge difference (cf Bruce Conti). On 760, WJR was almost unnulable using
the Sanyo MCD-S830 barefoot with not even the faintest trace of the Colombian
powerhouse. (Chiochiu-QC)
Bogdan speaks: Finally, here comes the end of my repport. Impressive, ain't it
? Well, yes it is, but there are a few disappointments. I won't talk about MW
since using what I might call a clone of the GE Superradio models (according to
the reviews, they might show quite some similarities with my Sanyo MCD-S830) is
less than perfect for trans-oceanic MW DX, but I will instead talk about LW.
First of all, the battery inside my Magnetic Loop antenna have weakened a lot.
Last night, my UL beacon on 248 kHz was at a strenght of 7 out of 7, this
morning at 6 out of 7 and right now at 5 out 7. It is not a huge problem,
but... Then, Morocco-207, Germany-207 and Romoules-216 were either missing or
completly covered by beacon QRM to the point that nothing more than imaginary
level audio (c.f. WEAKER THAN POLAND-225) could be squeezed out. 207 is clearer
than 216 which is burried by an NDB right on 217, so would 207 be possible. Is
207 still active ? Also, nothing more than unintellig!
ible audio on 153 which is supposed to have an Algerian pest covering my
home-country Antena Satelor, in Bod 20 km north of Brasov. I'd love even to
hear that Algerian pest, as I love ra? music and since I grew listening to
Middle Eastern SW while in Bucharest Arabic music has always been to my liking.
Anyone getting something on 153 at a few hundreds miles of distance that could
definitively make a difference ? In the mean time, it is nice that the barely
listenable yet challenging and HIGHLY interesting FF outlet on 252 kHz plays AA
music as well !!!!!!!!
But, in spite of those few disappointments, my LW experience the past night
rewarded me with a great lack of sleep. I fell asleep shorlty after 4AM while
Iceland-189 was still really loud and I woke before 8AM, so almost 3 hours and
a half of sleep and I don't seem that tired. Sounds like my enthousiasm for
DXing is in full swing...
May the good DX bless your ears and make you forget daylight even exists !...

1557 TAIWAN, Family Radio, Kouhu, heard at 1430 on 22 Dec. w/EG pgm "Open
Forum" w/the older fellow, who was getting a real earful from some of the
listeners that called in. Co-channel Iran was off for some reason (probably
tx issues as a dead carrier came on now and again) and everything underneath
could be heard. WYFR had some severe fades that lasted minutes but always
came back up with fair sigs, along with some of the regional Chinese
stations that are normally blocked. Air distance between Kabul and Taipei
is 3171 miles. Nice catch for me, even at 300kW. This furthers my
disbelief in the 1500kW rumor of Qatar on 954.
5860 KUWAIT, R.Farda relay, heard at 1355 (actually "seen" before heard)
on 22 Dec. w/pop FS music and big UGLY carrier with 20kHz + occupied
bandwidth. This was splattered far and wide, making the spectral display
resemble a public toilet. They ought to fire the engineer responsible for
this (sorry, professional pride getting in the way here). Thankfully, they
left the air at 1358, just a couple of minutes before their scheduled s/off
@ 1400.

United Kingdom(P) 5925, Radio Solh(Pres), 0200-0232+, I was listening to
Deutsche Welle in Russian on this freq prior to 0200. When DW ceased
transmitting immediately at 0159, the freq was clear of any signals;
however,
at 0200 a station started broadcasting Middle Easter type music. It was
very weak! This lasted only for a minute then the music stopped. From that
point on, I couldn't hear anything except the carrier which remained
audiable for the entire period mentioned above. Sometimes I thought I heard
comments, but that may have been "wishful" listening? The AOKI database
list Radio Solh on this freq from 0200 to 0400. I couldn't find Solh here
in any other source.

Dec 22 at 1452 it was coming in well, tho with some deep fades, on 6150 toward
end of English program. Unfortunately that was a Creation Moment, favorite
mini-show of the gospel huxters dedicated to debunking Evolution. This
anti-intellexual nonsense makes me want to puke. 1454 outro with times and
frequencies of the four English broadcasts, credit list including Rob Stewart
who produces them (Glenn Hauser, OK, DX LISTENING DIGEST)
** ALBANIA. R. Tirana finally made frequency/antenna adjustments to B08
schedule on Dec 22. Back on 7425 to NAm, which it had used in previous seasons
and would have used from the start of this season if Russia hadn`t made a
wooden registration for it. At 0001 UT Dec 23, 7425 with sign-on in Albanian
giving schedule with several kHz mentions, audio lofi but modulation fairly
good. Some adjacent interference from 7420, Prague via Ascension to S America,
another recent change, but only until 0030 and can be avoided here by
side-tuning slightly. Tirana // 6110, also lo-fi audio but no QRM and less
fading. Both read S9+20 on the meter but 6110 definitely sounded better than
7425; SINPO 45544 and 44433 respectively. By 0120, 7425 had faded down
considerably and little of it left for English at 0130-0145, but certainly has
a better chance over winter night path at solar min than ex-9345. I was out and
could not check the other significant change yet, 7435
ex-9345 in Albanian at 2130-2300 to W Europe, C&E NAm (Glenn Hauser, OK, DX

** CANADA. CBC NQ 9625 transmitter at Sackville out of whack again, Dec 22 at
1510 when extremely distorted talk in English(?) was centered about 9645 and
covering at least 9640-9650 with no detectable carrier. Still the same at 1540.
RCI Russian on 9610 was OK. On 9625 only heard two other weak stations mixing,
presumably BBC and Channel Africa. The same thing was happening Dec 21 at 0600,
but not at 1410. This time I notified Sackville and Montr?al (Glenn Hauser, OK,
DX LISTENING DIGEST)
** CHINA. 9820, Dec 22 at 2352 with open carrier, and het, weak audio which I
finally decided was Vietnamese. I first figured the open carrier was Habana,
but no audio from it developed; the Mesa Redonda show is quite irregular. If
that had been on, nothing of this would have been possible.
0000 heard music, IS of chimes, electronic instrument, IDs in Chinese and
Vietnamese but missed the key words. Aoki shows:

To further confuse matters, WRTH 2009 in the domestic sexion page 153 shows
nothing but Xi`an on 9820 with CNR2 until 2400. In the international sexion,
page 439, there is Guanxi FBS, Nanning on 9820 with Vietnamese at 2300-0100 //
5050 in winter sked.
So looks like I had Guangxi for sure, and not bad for 15 kW as Aoki and WRTH
agree, aimed oppositely; unlikely the Chicom would really run Baoji-Xinjie on
same frequency at same time.
EiBi doesn`t get into details such as powers and azimuths but does show both
Xian CNR2 and Nanning with Guangxi FBS between 2300 and 0100.
This time I check PWBR `2009` last rather than first. It shows both Xian and
Nanning on 9820 at 0000, with 50 kW for the latter, which I am afraid is more
likely than 15 as well I was getting it. Had to be Nanning as I definitely
heard Vietnamese.
The het was probably R. Nove de Julho, Brasil, always reported off-frequency on
low side (Glenn Hauser, OK, DX LISTENING DIGEST)
** CUBA. RHC 9550 transmitter is becoming unstable, showing a slight warble at
2350 Dec 22 in English. This is apparent with BFO on, slightly off-tuned,

** MEXICO. XEXQ barely confirmed on 6045, Dec 22 at 1459 with traces of
classical music, Pachelbel? Traces of Spanish announcement at 1500; heard a

** U K [non]. Add another fragmented BBCWS transmission inadvertently making it
well to NAm: 9570 at 2300-2400. Dec 22 at 2351 heard surprisingly good signal,
no QRM, in interview about Georgia, then Somalia. 2359 closing The World Today,
cut off at 2359:30* This is via Thailand, 250 kW at 20 degrees, thus favoring
us far beyond the nominal targets of NE China and N Korea (Glenn Hauser, OK, DX

** U S A. Dave Frantz`s home-made WWRB transmitter may have oomph of S9+22, but
it has some defects (I toned that down), as evidenced Dec 22 at 1508 when Alex
Scourby and then Brother Scare were splattering 9350 to 9420 from the 9385
unit, QRMing several stations, the worst victim being WTJC 9370, which also
goes haywire at times. Not surprising, as Dave told me WTJC stole the plans

Britain could be ready to migrate from analogue to digital radio as early as
2017, according to the final report of UK's Digital Radio Working Group (DRWG).
The group has renewed its commitment to Digital Audio Broadcasting (DAB) and
set out a clear path for migration to digital, identifying the criteria that
would need to be met for it to happen and when it might occur. The Digital
Radio Working Group (DRWG) was established in November 2007 to look at the
future of digital radio.
According to DRWG chairman Barry Cox, ?With nearly a million DAB sets expected
to be sold this Christmas period we know listeners are already benefiting from
the choice of channels available at the moment. We have always believed in the
future of digital radio and now urge the industry, along with Government and
Ofcom to address the barriers to successful migration, so people can access
even more choice and functionality in the future. Most importantly, we need to
see overall coverage for DAB improve, along with more focus to get motorists to
adopt DAB so that it can be a real alternative to FM services.?
The group has singled out three criteria which must be met in order to trigger
digital migration. These are: that at least 50 per cent of total radio
listening must occur on digital platforms, the national multiplex coverage must
be comparable to current FM coverage, and local multiplexes should reach at
least 90 per cent of the population, including all major roads.
The group has recommended that Ofcom should monitor progress against the
criteria on an ongoing basis and that a date for migration should be announced
by Government, ideally two years after the criteria have been met. They believe
this could happen as early as 2017.
In order to meet the criteria, the group has highlighted a number of barriers
they believe should be overcome, and have suggested possible solutions. In
particular, they propose the government relax some of the existing legislative
and regulatory burdens placed on the industry, and call for more focus on
encouraging motorists to adopt DAB in their cars. They also recommend the
Government consider with European colleagues a duty exemption for digital
radios in order to enable cheaper sets and drive further take-up.
Commenting on the report, Culture Secretary Andy Burnham said, ?This is a
crucial time for the radio industry. I am pleased that the Working Group has
been able to achieve such consensus and has recognised that there needs to be a
strong consumer proposition for digital radio. We will now study the
recommendations made by the group very carefully as part of the wider work
being undertaken for the ?Digital Britain? report. I would like to thank all
members of the group for their work in looking at this issue over the past
year.?
Barry Cox has been appointed to the Steering Board of Digital Britain to ensure
that the overall strategy and direction of its report reflects the important
place that digital radio will have in Digital Britain.
The Digital Radio Working Group sets out a long-term preference for the
creation of a three tier system of radio in the UK. This would include a wide
range of national digital radio services from the BBC and commercial radio, and
a sustainable set of local digital services from the BBC and commercial radio
covering as much of the UK as possible. A third tier of small scale services
focussed on serving the local community would remain on analogue in the short
to medium term but move to digital at a later date.
