Myanmar, 9730.84, Myanma R, Yangon, 1205-1220, I've been sitting on this
freq for the last hour, since 1100, and thought I heard a very, very weak
signal earlier? However, at 1205 a definite signal started to fade in with
a female in unknown language comments. She continued talking during
the listening period while the signal continued to improve from threshold to
poor. At about 1213, background music was heard briefly with a second
female commenting over music. Finally at 1215 steady music is heard and by
then the signal is almost at a fair level here. (Chuck Bolland, February

BBC suspends World Service FM shows on Sri Lanka national radio
http://www.guardian.co.uk/media/2009/feb/09/bbc-suspends-fm-shows-sri-
lanka

The BBC World Service is to suspend its FM programming to the Sri Lankan
national radio service SLBC tomorrow due to what it claims is "deliberate
interference" by the broadcaster.

World Service programmes and news reports in English, Sinhala and Tamil
had been blocked, the BBC alleged, citing 25 instances of interference
between November last year and last month.

The BBC said its programmes were being editorially compromised by the
interference, adding that it had already raised concerns with the SLBC
chairman, Hudson Samarasinghe.

However, the BBC said it had decided to suspend the World Service FM
broadcasts to Sri Lanka after several further incidents of interference in the
past 10 days.

The World Service will suspend its FM programming to SLBC from Tuesday,
10 February. The BBC will continue to broadcast to the region in all three
languages via short wave radio and the internet. News bulletins in English
are also available via commercial broadcaster MBC.

Sri Lanka's government has warned foreign media and aid agencies that
they would be expelled from the country if their reporting was deemed
sympathetic to the Tamil Tiger guerillas. Sri Lankan defence secretary
Gotabhaya Rajapaksa accused foreign TV networks, including the BBC, of
being biased towards the rebels.

The BBC World Service director, Nigel Chapman, said today that he was
"dismayed" by the latest turn of events. "We have no choice but to suspend
broadcasts until such time as SLBC can guarantee our programming is
transmitted without interference," Chapman added.

"In order to cover news events in the most comprehensive and balanced
way for our audiences, the BBC adheres to specific editorial values that
include impartiality, editorial independence and seeking a relevant range of
views on any topic," he said.

"The BBC has had a very cordial and effective partnership with the SLBC
since 1998 - part of a strong relationship with listeners in that country that
goes back to the 1940s. We are keen to keep this relationship going
provided that SLBC adheres to the agreements we have with it.

"But at the heart of these agreements is the guarantee that our programmes
in English, Sinhala, and Tamil are broadcast uninterrupted. If this can not be
guaranteed we can not continue our relationship. We are prepared to have
further discussions to resolve this issue and will investigate any specific
detailed complaint SLBC may have about BBC output. So far, no specific
complaint has been raised."

The Sri Lankan government has ignored the international community's call
for a ceasefire, despite reports of a growing civilian death toll, saying it
would
accept nothing less than total surrender by the Tamil Tigers.

Banning broadcasting of foreign radio stations on Azerbaijani national
frequencies must not be discussed: vice-speaker

Azerbaijan, Baku, Feb. 10 /Trend News, J.Babayeva/

Azerbaijani Parliamentary Vice-Speaker Bahar Muradova considers banning
broadcasting of foreign radio stations on national frequencies as correct.

"Banning broadcasting of foreign radio stations on national frequencies must
not be discussed. Azerbaijan does not stop broadcasting of foreign radio
stations. Their broadcasting has been brought into conformity with
legislation. Everybody must accept the National Television & Radio Council's
(NTRC) decision," Muradova said at a parliamentary meeting on Feb. 10.

On Jan. 1, BBC, Radio Liberty and Voice of America radio stations stopped
broadcasting on Azerbaijani national frequencies after the ANTRC decision.
The Law on Television Broadcast states that foreign stations can only
broadcast on satellite, Internet and cable networks.

At present in Baku, U.S. Broadcasting Council officials are holding
discussions to resume broadcasting of Radio Liberty and Voice of America
radio stations on Azerbaijani national frequencies.

The U.S. State Department, Council of Europe, OSCE Baku and other
international organizations expressed their concern about the decision to
ban foreign radio stations from broadcasting on national frequencies, and
asked the council to reconsider its decision.

Muradova said that this issue has become a topical issue and been turned
into irony.

"Supremacy of legislation is the most important factor in Azerbaijan," the
vice-speaker said.

Under the Azerbaijani president's decree, the NTRC has been
commissioned to license TV and radio channels since 2005.

Dario Monferini has advised me two corexions for the above logs:

7285 /9635 is Mali instead of Benin

the other logs was :
693 ITALY RAI 1 ID on 2249 , under DRM possibly Germanyf
for which he shouted that the reality was the reverse!
BUT th reality is that I have very clearly heard Radio Uno and was with
talks in Italian ... Now the only problem is if the DRM comes from Germany
or Italy as the DRM level was quite low ....

** MALAYSIA [and non]. Finally something more than just a het around 6050, Feb
10 at 1400, timesignal and ID as R. Suara Islam; it sounded like the next word
was Indonesia, but must have been Kuala Lumpur per frequent logs by Ron Howard,
California. The het was still there and presumably this audio was axually on
6049.60 as he has measured it. Then only the het and seemingly open carrier for
next few minutes as no further modulation audible. Ron says this transmitter
switches from the Asyik FM program to the Suara Islam program at 1400, and the
transmitter is on the air only irregularly as late as 1540.

Per WRTH this is the Kajang site, near Kuala Lumpur in West Malaysia, 100 kW,
but consulting Aoki, on 6050 you find only the East Malaysian station listed,
10 kW RTM Sibu, Sarawak, and nothing about KL, very misleading, as Sibu is
apparently inactive. This confusion is not helped by RTM keeping registering
them both, with Kajang as only 50 kW.

Listings agree that the only other transmitters on 6050 at 1400 are Lhasa
beamed WNW, and HCJB, neither very likely here that late, but HCJB is certainly
dominant earlier in the morning (Glenn Hauser, OK, DX LISTENING DIGEST)

** MEXICO [and non]. Slightly wavering het on 6105 in Russian, Feb 10 at 1522,
presumably from XEQM M?rida around 6104.8, and thus with a slightly unstable
carrier. 6105.0 is CRI via Shijiazhuang site, 500 kW, 315 degrees, but during
this semihour IBB Tinian is also listed with VOA Uzbek, 250 kW, 305 degrees.
Unfortunately, there is lots more Eurasian usage of 6105 during the rest of the
day. So far, this is about as good as it gets for XEQM reception here; hard to
believe it`s even 250 watts (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. Feb 9 at 2242 noted strong open carrier on 7505 --- no, it`s more
like 7505.2. Left a receiver on there for hours, and stayed unmodulated, but
weakened a great deal by 0200 Feb 10 when music was audible, the sign-on time
of WRNO, which this no doubt was all along. Getting ready to expand programming
from 3 hours a day?

WRNO`s open carrier was running again on off-frequency 7505.2, Feb 10 at 1515
check, and still at 1704 recheck --- tho it`s supposedly authorized on this
frequency only between 23 and 16 UT. But that did not stop them before when
``testing`` 24 hours. Maybe they are `burning in` a new component.

Only other stations currently listed on 7505 are: 14-16, YFR via Moldova, 300
kW, 116 degrees, but I am not sure this is really in use; 1630-1730 IBB Tinian,
RFA Burmese, 250 kW, 279 degrees (Glenn Hauser, OK, DX LISTENING DIGEST) ###
