On the directive of federal government, the Charsadda District Administration
Sunday closed seven illegal FM radio stations.
According to sources, the district administration was advised by the federal
government to immediately block the transmission of all FM radio stations
operating illegally in the area.
As a result, the local authorities blocked transmission of seven FM radio
stations set up in Charsadda city and Shabqadar.
These radio stations were being used in seminaries and mosques for the purpose

THE ABC's two new chiefs, Kate Torney and Kate Dundas, will be spearheading the
national broadcaster's transformation into a truly multimedia platform..
Both women were chosen for their skills in multimedia and managing people but
that doesn't mean the way ahead won't be bumpy as the broadcaster continues to
deliver content not just on television and radio, but also online and on
mobiles.
Dundas, appointed director of the sprawling radio division last week by
managing director Mark Scott, has warned of a "challenging era" as staff adapt
to the rapid change in technology.
The ABC's existing five analogue radio networks -- Radio National, NewsRadio,
Triple J, Classic FM and Local Radio -- will be supplemented by digital radio
from July 1.
"The major challenge will be to integrate media-rich services so a network is
not just a radio station with a website added on," Dundas told Media.
"Each network needs to be really integrated to include everything from
podcasting to user-generated content and that's hard -- that's cultural change."
While Triple J has made the leap into being a truly multi-platform network with
a magazine, a TV show, games, original music, photos to accompany radio
programs and other innovations, the more staid Radio National is yet to be
fully converted.
Radio National has, however, been the leader in podcasting, with millions of
podcasts being downloaded of programs from Philip Adams' Late Night Live to
Fran Kelly's Breakfast.
"It's a different way of thinking," Dundas said of expecting broadcasting staff
to create additional content for the web.
"And I have to look at the resources available to do that and see that people
are skilled enough to do it. It's interesting to watch younger people coming
through who do it with ease."
Dundas's examination of radio resources is a formal review which has been under
way since late last year when her predecessor Sue Howard axed The Religion
Report and several other shows to move resources online.
"Technology's made a huge difference," Dundas said. "Technology can help you
produce different versions of things. Tape is so long gone.."
Scott appears to have been grooming Dundas for the position, moving her from
radio to run the newly named department of People and Learning for 18 months.
Making his announcement last week he said her experience in staff development
would be important as the review of the ABC Radio division continued in the
coming months.
"Kate will continue this work from the radio division, where the opportunities
of new technology and the implementation of digital radio can be fully
explored," Scott said in a statement.
"The ABC is currently in a strong position and we want to maintain that
leadership in digital media, capitalising on our strengths in the key content
areas of news and radio; the work of the directors of news and radio will be
integral in this endeavour."
The other Kate, Kate Torney, who was appointed director of news last week and
replaces John Cameron on April 14, also faces managing a huge cultural shift as
the ABC moves to desktop editing of stories by reporters and fully automated
news studios around the country.

Torney was head of Asia Pacific News, a job which involved managing the largest
cross-platform international newsroom in the Asia-Pacific region, responsible
for more than 60 journalists. She introduced broadcast technology to the
Australia Network newsroom.
The two Kates have a lot in common. Apart from being directors of content at
the ABC and sharing a name, they both have three children.
Dundas, 50, has twin boys, 15, and a 19-year-old son. Torney, 41, is still
juggling a young family, with children aged two, six and 11. Her husband, John
Duggan, is a photographer on The Age.
While Dundas succeeds Sue Howard, who was the first woman to run radio, Torney
is the first woman to head the ABC's national news and current affairs empire.
Her appointment is akin to print journalist Michelle Grattan's when she became
the first female editor of a metropolitan daily newspaper as editor of The
Canberra Times in 1993. She returned to The Age in 1995 as political editor.
Both women attribute being able to balance challenging jobs with raising
families to a supportive workplace and family.
"I have an incredibly supportive husband and a terrific network of support to
keep us going," Torney says.
She says it's a "great honour" to be the first woman to run the division but it
didn't cross her mind when she went for the job and was shortlisted with three
men. "I'm incredibly proud to work for an organisation that promotes on merit,
and if it's an inspiration to other women who work in the media, that's
terrific," she says. "But there's a range of extraordinary women working in
senior roles at the ABC."
The real focus for Torney, who will soon be responsible for 700 journalists
working on everything from The 7:30 Report to ABC News to Foreign
Correspondent, is the journalism.
"Our commitment to independent and quality reporting is central to what we do
and it will continue to be vitally important to me to protect journalistic
excellence. We must remember that is the core of what we do."

HD Radio launches 1,000 multicast stations
HD Digital Radio Alliance, a joint initiative of leading radio broadcasters to
accelerate the rollout of HD Radio, announced that 1,000 multicast stations are
now being broadcast on-air and 100 SKUs are available at retail.
"In this economic environment, being able to receive all these extra stations
around the country for free is immensely appealing," says HD Digital Radio
Alliance president Diane Warren. "We intend to continue to educate and inform
radio consumers and listeners about HD Radio, the new free stations, and the
devices with the new radio advertising campaign in 100 markets on over 700
stations."
Starting this week, the Alliance will launch its new on-air ad campaign, aimed
at educating consumers that a new receiver is needed to enjoy the HD
experience. Positioned as 'If you don't have an HD, you're not hearing HD. It's
time to upgrade', the messaging reinforces the need for a radio upgrade in
order to hear the digital quality sound and new stations.
The campaign will direct consumers to the homepage of HDRadio to view the
station and buyer's guide. The home page of HDRadio.com will have scrolling 'MY
DEALS' so that consumers can view bargains on receivers at various retailers.
With the rise in the number of digital stations, the number of receivers has
also gone up. However, the price has gone down with units now available for as
little as $79.

Senecas acquires licence to operate commercial radio station
Seneca Nation of Indians acquired a construction permit from Federal
Communications Commission to operate an FM radio station. The permit was
purchased for $250,000. Broadcasting is expected to start in the second half of
2009. In addition to providing entertainment and news, the radio station will
also promote Seneca culture and tradition while opening up new avenues of
employment..
The radio station will located in the Allegany territory with the antennae site
in Little valley. Signals will reach Jamestown, Salamanca, Olean, Chautauqua
and Cattaraugus counties, as well as neighboring communities in the Western New
York region and Northern Pennsylvania.

Taiwan, 7185, R Taiwan International, 1130-1145+ Noted a male and female in
Chinese language comments. This was parallel with 9680 KHz where Taiwan has
been lately interferring with that Indonesian there. 7185's signal is very
good while 9680 is poor.
Here on 7185 KHz I can hear a weak Asian station in comments under Taiwan.

St. Helena Is. logged on MW!!!
I got very happy when I heard my 16th Department on ULR with my Eton E-100,
sitting on my backyard on a warm late evening that resembled more summertime
than Fall...
URUGUAY. 1180 LV de Artigas, 0113, with play by play soccer and mentioning
"Oribe (street name)... para todo el Departamento de Artigas" (Nigro, Uruguay,
Mar 29).
The remaining Departments (Uruguay Geographical divisions total 19) that remain
to be heard with ULR are: Rivera, Flores, and Salto.

At 0330, my wife was already at bed, I was preparing to do the same, my
listening post is at my bedside. I started to search with my Kenwood R-600 and
first got CB118 Radio Corporaci?n from Santiago, Chile. Good! Also checked with
the E-100 and positive!. A new Chilean added to the ULR log.
I continued and stopped at a carrier on 1548. Great!!!, this is the first time
I get a offset European frequency signal in Montevideo.
In the dark and with my flashbulb I opened the WRTH 2009... looked at the most
powered station in the listing, there appears: R. Sawa Kuwait 600/300 kW and
Grigoropol 500 kW...
Signal was enough strong to get a woman with talks in English at 0325 I checked
on the E-100 and it was there too. But signal was fair and faded out for 5
minutes. On the E-100 it was evident more QRM from a Brazilian station.... on
the R600 the carrier was more evident due to the nice narrow filter on this
last receiver. Suddenly a short tune melody was heard
and I thought... this sound is familiar: it certainly was the ID musical
signature for R. St. Helena, the one we usually heard every year at their
annual St. Helena Day!!!.
The audio degraded for several minutes, but there was still a carrier
detectable, while on E-100 there was more activity from the 1550 channel.
At 0400 the signal faded-out.
While I was in this special thrilling moment I tried -in the dark- to connect
my mp3 to the E-100, something I didn't expect to do earlier, a mix of cables
from different earphones, line in/out... the flashbulb the logbook, trying to
keep the WRTH open... it was too late to get the significative part and it
wasn't recorded. I still cannot plug the recorder to the R600 since it has no
line out audio level. So I regret to not bear a recorded proof of this St.
Helena log. But this forces me to further keep trying on this offset frequency
in the future...
R. St. Helena on MW and without Beverage in a suburban quarter in the capital
city...and also on an UL!?? Yes it's possible!!!! ! Incredibly possible.

ST. HELENA 1548 R. St. Helena (p), Jamestown, 0325. Carrier and English talks
by woman, detected with my Kenwood R-600, (+15 m randomwire, 9:1 balun +
ferrite balun in series). Faded out till 0335 when back. R. St. Helena well
known ID musical signature strikes my ears!!. Also checked with UL Eton E-100
getting the signal. In the interim, the UL had more QRM from 1550 UNID
Brazilian. Degraded and faded out at 0400 with a short peak at 0353, with
apparent choir music. (Nigro, Uruguay, Mar 30)

At this time:
By now, I feel a sort of bitter hang-over... it was a short but incredible
moment, those that DXing fortunately gives time to time and keep us connected
with the hobby for the entire life. But I have no no recording to show as proof
and it's a pity.
St. Helena and me were alone in a hot romantic affair last night, and it was
indeed a pretty young lady.
But there's no "photo" to show just the memory. :(
Checked the mp3 this morning and there's no recording for St. Helena... just
the 1550 Brazilian and one "AM 15-50" ID in Spanish surely from Argentina,
(this latter was not hrd on the R-600)
I am sure I will be every night sticked at 1458 from now on. I hope it wasn't a
propagational extreme coincidence and will have another chance. Very recent
reports from Brazilian SWers in the "Radioescutas" YG tell that at that moment
all bands were closed, only local Tropical banders were present, not even a
single one on 25m or 31m. They report a similar situation didn't take place
since last July.
And will be better prepared next time.

VOICE OF KOREA has introduced its A09 Summer Schedule today (30 March
2009), i.e. one day later than advertised in their programmes since
March 25. So they at least stuck to their policy of changing freq on
Mondays rather than on Sundays. Have copied the correct schedule below
sorted by either language or time (the latter incl. feeder freq).

Hi fellas!
Contrary to their announcements made since Wed, 25 March 2009, VOICE OF
KOREA is still broadcasting in all languages (incl. KCBS & Pyongyang
Pangsong in Korean) according to their B08 Winter Schedule. However,
they ceased their freq change anns after the newscast from today. But
they already announce the new A09 freq at the end of their programmes.
They will probably start tomorrow (as they always did on a Monday rather
than on a Sunday). Will keep you updated when further news is available!

VOICE OF KOREA, Pyongyang, DPR Korea (North), will start its A09 Summer
Schedule on Sunday, 29 March 2009, 07:00 UTC. Announcements so far
suggest that it will be exactly the same schedule as last year's. This
year, however, will be the first time ever to completely synchronise the
frequency change date with the international community. Up to now they
usually changed frequencies twice a year on the first Mondays of May and
November. Last year they just missed out one day when they effected the
changes on Monday, October 27. Following the complete schedules sorted
by either languages or time. Please feel free to publish the schedules
by quoting me as the source of information. I will also send you, upon
request, the word documents sorted by time and languages. I can also
offer lists with feeder frequencies or beam information sorted by time.
Please feel free to contact me.
Voice of Korea are also anxious to receive letters and reception reports

earlier after two sesquiweeks of confusion since most of NAm went to DST
earlier. March 30 at 1430 opening English on 13625 with updated English
transmission schedule; fair modulation but only fair signal and fading (Glenn

** AUSTRIA. ?1 still with token 3-minute English newscast in A-09, heard on
6155 March 30 ending at 0612, into French. Remains to be reconfirmed whether
this is still secretly included weeknights in the external service at about 13
minutes past each semi-hour 0000-0130 on new 9820 to Americas (Glenn Hauser,
OK, DX LISTENING DIGEST)
** INDIA [and non]. 11585, AIR music from Delhi with talk CCI, March 30 at
1443. Nothing but AIR scheduled, altho RFA Tibetan via Tinian starts at 1500;
maybe ChiCom jamming on early? (Glenn Hauser, OK, DX LISTENING DIGEST)
** INDONESIA. I am cautiously optimistic that the long-running radio war on
9680 among VOA, Taiwan and China, obliterating clear reception of RRI domestic
service relay despite its 250 kW, may be over in A-09;
at least March 30 at 1348 I was hearing nothing but RRI with mostly music show,
Indonesian announcements, breaking to open carrier 1402-1408 when I could be
sure there was nothing else on frequency, 1408 resuming programming in
progress, conversation, someone singing over the phone, better pre-recorded
music, vocal and percussion, etc.
In B-08, Aoki listed these collisions:

The * indicates also ChiCom jamming, so that meant at least 4 transmitters at
once. However, note they had RRI stopping at 1300.
EiBi B-08 had RRI until 1500; and even worse, R. Japan also on 9680 at
1200-1600. I`ve yet to find any IBB, RTI or NHK listings for A-09 on 9680 in
this time period. WRTH and Aoki do not specify which RRI domestic program is on
9680, but EiBi says number 4 (Glenn Hauser, OK, DX LISTENING DIGEST)
** ROMANIA [and non]. RRI Romanian service on new 11920 ex-11940, good and
clear March 30 at 1340, and // much weaker 15195, ex-15170 so no longer
colliding with REE/Costa Rica. However, there was still a SAH on 15170, from
what? Must be VOA Somali, due north from Madagascar during the 13-14 hour. RRI
Romanian is now 12-14, 285 degrees from Galbeni for France on both frequencies

** SAUDI ARABIA. Sawt ul-Buzz continues on A-09, March 30 at 1501 so loud that
it overrides the Qur`an recitation; still // 15225 much weaker but buzzfree, in
skirts of CRI via Canada 15220 (Glenn Hauser, OK, DX LISTENING DIGEST)
** SERBIA [non]. Just as I predicted when the A-09 schedule of IRS came out a
few days ago, showing a change from 6190 to 9580 for the North American service
at 0000-0130 ---
It is colliding with RRI on 9580, at 00-01, as checked March 30 at 0034. A
clash between two English broadcasts to North America, and a SAH of
approximately 6 Hz between them. At the momoent there were two male voices, the
bassier one coming from IRS and the tenor one from Romania, which helped to
distinguish them, but not exactly the best resolution for this problem. A
minute later, RRI had a M&W conversing, and the latter station also has crisper
modulation, as you would expect from their brand-new transmitter.
Another way out would be for one of them to be on LSB and the other on USB! But
I doubt such cooperation would be possible. Moving one of them to a completely
different frequency is what is needed. The only reason IRS went to 9580 is that
they (or as R. Yugoslavia) had used that frequency several years ago to NAm ---
but they should not have assumed it was still open for them after years of
absence. IRS is one of few (only?) European broadcasters that do not
participate in HFCC, but even a cursory check of HFCC or other frequency
listings should have shown them that 9580 is NOT now available for them.
Altho RRI has just started using 9580 at this hour in A-09, the second hour,
01-02, has been used by CRI via Habana for many years, and it still is. By
recheck at 0116, CRI was way on top, but I could hear some music under,
presumably IRS, also with a SAH but seemed slightly slower than 6 Hz.
According to Dragan Lekic in DXLD 9-027, IRS A-09 schedule is:
0000-0030 9580 BIJ 250 kW/ 310 degrees NCAm SERBIAN MON-SAT
0000-0100 9580 BIJ 250 kW/ 310 degrees NCAm SERBIAN SUN
0030-0100 9580 BIJ 250 kW/ 310 degrees NCAm ENGLISH MON-SAT
0100-0130 9580 BIJ 250 kW/ 325 degrees NoAm ENGLISH
While looking for a clear 9 MHz frequency, they should go back to 6190 as in
B-08, which per a few chex seems unoccupied, altho Urumchi and Berlin are
registered, but they were no obstacle in the previous season.
IRS has also retimed the two English broadcasts so now they are in consecutive
half-hours. This makes no sense; previously there was a half-hour break between
them. Since there are 5 major timezones in NAm, the second broadcast should be
much later in our evenings for convenient listening in the western zones as
intended by the 325 azimuth. This was once the case, as I recall, at 0430 UT
when they were using 11 MHz in summer (Glenn Hauser, OK, DX LISTENING DIGEST)
** TURKEY [non]. As of UT March 30, the VOT relay via Sackville moved one UT
hour earlier to 0300, still on 7325. And it is STILL in Turkish (?) instead of
English, checked at 0335 UT (Glenn Hauser, OK, DX LISTENING DIGEST) ###
