He added that the owners of the stations will be entitled to the right to defense, depending on their offenses. "How can the people who illegally used a radio frequency or a frequency not licensed by the State defend themselves? They are infringing the law; let us see how they can defend themselves, as they can hardly argue any defense," said Cabello.
