Abjasia y Osetia del Sur rechazaron los planes de la emisora estadounidense 
Radio Libertad de transmitir su programaci?n en ruso a los territorios de esas 
regiones separatistas georgianas.

La direcci?n de Radio Svoboda, la versi?n rusa de Radio Libertad, anunci? hoy 
que a partir del 2 de noviembre pr?ximo emitir? desde su sede en la capital 
checa, Praga, un programa diario de una hora en ruso a ambas regiones 
secesionistas.

Ese programa estar? a cargo de dos redacciones de Radio Svoboda, la georgiana y 
la rusa, y contar? con la colaboraci?n de periodistas de Abjasia, Osetia del 
Sur, Georgia y Rusia, indic? un directivo de la emisora, seg?n la agencia 
oficial rusa Itar-Tass.

Las autoridades tanto abjasas como surosetas declararon en respuesta que ning?n 
representante de la emisora les ha avisado de esos planes ni les ha solicitado 
permiso oficial para ello.

"Tal intento de transmisi?n pirata al territorio de Abjasia ser? ilegal, con 
todas las consecuencias que de ello se deducen", afirm? Kristi?n Bzhania, el 
portavoz del presidente abjaso, Sergu?i Bagapsh.

El funcionario advirti? de que la regi?n adoptar? "duras medidas, en particular 
t?cnicas, hasta apagar la se?al de radio", como se hac?a en la Uni?n Sovi?tica 
durante la Guerra Fr?a para frustrar las transmisiones de las emisoras 
occidentales.

"Tenemos la posibilidad de hacerlo, y toda esa aventura tramada por Georgia 
junto con Radio Libertad ser? agua de borrajas", asegur? Bzhania a Itar-Tass.

En la capital suroseta, Tsjinvali, el presidente del Comit? de Informaci?n y 
Comunicaciones de la regi?n, Gueorgui Kab?sov, critic? a la emisora por 
"anunciar detalles y fechas de sus transmisiones sin acordarlo previamente con 
las autoridades de Osetia del Sur".

"Representantes de la emisora no se han dirigido a nuestro comit? para obtener 
licencia, por ello el funcionamiento de esa radio en territorio de Osetia del 
Sur no es posible", asegur? el funcionario a la agencia oficial rusa.

Radio Libertad es considerada en ambas regiones separatistas como un ?rgano 
oficial de propaganda de EEUU, que respalda la integridad territorial de 
Georgia y ha apoyado a este pa?s del C?ucaso en su conflicto armado con Rusia 
de agosto de 2008, tras el cual Mosc? reconoci? la independencia de Osetia del

Radio Free Europe/Radio Liberty (RFE/RL) has announced plans to launch daily 
broadcasts to the breakaway Georgian regions of South Ossetia and Abkhazia 
beginning in November. 

The 60-minute daily program will be produced by journalists in RFE/RL's Prague 
headquarters and correspondents in Georgia (including South Ossetia and 
Abkhazia) and Russia. 

The new broadcasts will be in Russian and will be available on shortwave radio 
frequencies every day in the evening. Broadcasts may also be available on FM 
frequencies. 

The broadcasts will include news and features and will be interactive with 
listeners. A website known as "Caucasus Echo" will debut simultaneously with 
the first broadcasts in November. The web presence will be optimized for 
dial-up connections, which predominate in the region. 

The new program's major objective is reconciliation among people in the regions 
and the bridging of different viewpoints expressed by the parties to the

frequency
this morning with a male in Pidgin comments.  Being rather late already, the 
signal was

between 2250 to 0100 UTC on October 7 to 8, 2009.

I would have done more listening, but my power pack ran out.  Without any 
power in the neighborhood, the listening was rather clean and pleasant.  Outside
the stars were clear and bright.  Without any light, the night critters came out
in force.  I almost stepped on a snake while walking along in the dark.  This is
Florida done you know?

t/in; various ancrs & mx bits at 1254; WYFR contact info at 1256; WYFR filler

Liberty-Udon Thani; so much so that one would swear both were via the same

Antarctica  15476  LRA36  Oct 8, 2009  2038-2103 UTC;  Noting signal weak but 
trying to gain strength, switched to USB, and checking 1 kHZ above and below, 
tone clearly pointed to this freq.  Just barely heard at times: talk by OM 
2057, song at 2059, and signal off at 2103.  Encouraging that first time heard 
here in S CT on a DX-440 without external antenna; will have to monitor over

First of all, thanks to everyone for their response to my e mail.
Tonight I checked out Romanian Radio off satellite and what I heard on
855 was not Romanian, it is Russian. So apparently it was that Volga
area station.
