I seriously doubt that the cost of HFCC membership is the obstacle with RHC. Arnie has managed to visit the USA a few times with friends or professional groups paying the bills; surely the other 120 engineers at HFCC would chip in enough to cover RHC`s membership, if necessary, in order to have it on board and avoid all these problems.
