missionary organization that broadcasts the gospel of Jesus Christ to many
parts of Asia, will
decommission its radio station on Saipan by the end of the year, after 27 years
of
broadcasting on island.
Bob Springer, FEBC general manager, attributed their decision to government
deregulation
and advances in communications technology that he said have significantly
reduced the
demand for shortwave broadcasting.
Shortwave broadcasting is a long distance broadcasting mechanism that allows a
radio
station to broadcast up to 4,000 miles.
"In the last two and a half years, FEBC has studied the trends in technology in
the audience
listening habits and the conclusion of this exhaustive study has been we should
cease
broadcast from Saipan while continuing shortwave broadcast from our facilities
in the
Philippines," Springer said.
Founded in 1945, FEBC began with a vision of starting a radio station in China
and
constructing programming studios in Shanghai. But with the Nationalist
government's
concern about the Communist takeover, FEBC wasn't given a license to operate a
station
there.
"That was sought in the Philippines, have to get property, get a license to
broadcast from the
Philippines into China," said Springer. "The first station went on the air just
three months
before China fell to the Communists and it's been broadcasting to China ever
since."
With the ministry's rapid growth, FEBC started broadcasting from Okinawa to
China in 1957
and Korea in1971.
In 1975, FEBC initially came to Saipan "to explore the possibilities of
building a station here."
In 1978, FEBC created KSAI to serve the Commonwealth.
"While we were operating KSAI in those early years, negotiations went on for
land to build a
shortwave station and in 1981, a lease was signed in the Marpi area to build
the station
where we're located," said Springer, adding that FEBC officially went on air in
1984 with four
transmitters broadcasting to Russia, China, and Southeast Asia.
At the height of its broadcasting efforts, FEBC broadcasted to about 15
different countries in
24 different languages and dialects, including that of Uzbekistan, Kazakhstan,
Kyrgyzstan,
and the Ukraine.
Springer disclosed that they receive tens of thousands of letters every month
from people
responding to the gospel they broadcast.
Having lived on Saipan "longer than anywhere else that I've ever lived,"
Springer said he
feels sorry to go.
"While we've enjoyed the 27 years that we've been able to operate here on
Saipan, the
government and the commercial side of things here on Saipan has been very good
to us and
we've appreciated that. But we can see the time and we know that that's the
thing we need to

The sun has entered a cycle of increasingly powerful flares and eruptions,
catapulting to
Earth high-energy particles capable of wreaking havoc on electronic and
communication
systems that support our high-tech civilization.
"We're seeing so much more now, compared with the last few years," said Ben
Burress, an
astronomer with the Chabot Space and Science Center in Oakland. He pointed to a
satellite
image that showed flares and magnetic storms roiling the sun's surface.
"And when you have them happening five times a day, there's a greater chance of
one
actually hitting us," he said.
The powerful solar storms shift the spectacular northern lights as far south as
Florida and
Texas, but they also punch holes in the Earth's protective magnetic field,
which can cause
health problems as well as disrupt communications. On Tuesday, radiation from a
solar flare
briefly interfered with shortwave radio signals, an easily affected
high-frequency wave.
The disruptions are coming because the sun is entering a decadelong phase that
scientists
call "solar maximum." In the midst of this phase, the sun's magnetic field
flips north to south,
contributing to the solar storms that NASA says should peak in 2013 or 2014.
Solar flares typically affect radio signals on the daylight side of the planet,
said Joseph
Kunches, a space scientist at the Space Weather Prediction Center in Boulder,
Colo.
The real danger comes when

a solar storm ejects a chunk of the corona -- the sun's outermost layer --
toward the Earth. It
hurtles through space as a huge electrically charged cloud with its own
magnetic field.
Scientists call it a "coronal mass ejection."
"That cloud of plasma is thrown off the sun like a bowling ball, and sometimes
we're at the
other end of the bowling alley and it hits us," Kunches said.
When that happens, the Earth's magnetic field buckles and resulting magnetic
storms can
set off electrical surges that damage transformers and other equipment in
electrical grids.
In 1989, a solar storm triggered the collapse of Canada's Hydro-Quebec power
grid, cutting
power to 6 million people for as much as nine hours. That storm also knocked
out a
transformer at a New Jersey power plant, along with 200 other smaller
disruptions in the
North American power grid, according to a 2008 National Academy of Sciences
report on
space weather.
Other solar storm damage cited in the report:
* The 2005 diversion of 26 United Airlines flights, due to the loss of
shortwave radio
communication over the North Pole. In that region, pilots rely on shortwave
radio since
satellites orbiting the equator are out of range.
* A 30-hour shutdown of a Federal Aviation Administration global positioning
system in 2003.
* The 1994 blackout of two Canadian communications satellites, disrupting
service
nationwide. The first recovered in a few hours, but the second was out for six
months and
cost nearly $70 million to repair.
But the "granddaddy of them all," Kunches said, was an 1859 solar event. It
blanketed the
planet with stunning red, green and purple auroras so bright that people could
read by them
at night, according to a NASA account. The auroras, usually seen only in the
upper northern
latitudes, reached as far south as Hawaii and El Salvador. One early low-tech
effect was
disruption of telegraph systems worldwide.
A solar "superstorm" struck again in 1921 that scientists estimate was 10 times
more
powerful than the 1989 storm that disabled the Canadian grid.
Those storms struck the pre-electronic Earth. A repeat of it in modern times
would be a
"space weather Katrina," according to the Academy of Sciences report. It
estimates a severe
solar storm could cause $1 trillion to $2 trillion in losses the first year,
and take four to 10
years to fully recover from.
Scientists such as Kunches spend their days monitoring solar storms and other
space
weather through an array of satellites, and space weather forecasting is
constantly
advancing.
Solar flares and ejections travel the 93 million miles to the Earth in as
quickly as a day, but
more typically three to four days, Kunches said. Scientists can track them,
though without
being able to precisely detail their severity. He likened it to hurricane
predictions.
Forecasting enabled electrical utilities to gird against the large 2003 solar
storm, minimizing
damage.
"Mother Nature's going to do what she wants, but we're paying attention,"
Kunches said.

** ALBANIA. R. Tirana now appears to be completely off the air. One of the two
Shijak transmitters had been down since the end of July, meaning e.g. the
1430-1500 English to NAm was missing from 13625 (and still silent Aug 26), but

A car bomber broke through two gates and detonated his explosives in front of a
U.N.
building in Nigeria's capital Abuja, killing at least 18 people Friday.
The radical Muslim group Boko Haram claimed responsibility in a phone call to
the BBC's
Hausa language shortwave radio service in northern Nigeria -- the same way it
had taken
credit for attacks in the past.
The northern-based Boko Haram, whose name in English means "Western education
is
forbidden," is seeking to establish strict Sharia law in the country.
Friday's attack was the first on a U.N. -- or any international -- building by
the group, which
usually targets Nigerian government installations or security forces, said
Comfort Ero,
International Crisis Group's Africa program director, who is based in Nairobi,
Kenya. Boko
Haram's past attacks include the June bombing of police headquarters in Abuja,
which killed
six people.
President Obama called Friday's attack "horrific and cowardly" in a statement.
"An attack on
Nigerian and international public servants demonstrates the bankruptcy of the
ideology that
led to this heinous action," he said.
The group's possible links to al-Qaida, further suspected after the attack on a
Western-based
and international body, has put it in the orbit of U.S. interests. Nigeria also
supplies the
United States with 10 percent of its oil imports, and the United States is its
largest customer
of crude oil.
In July, the government of President Goodluck Jonathan formed a "negotiating
committee" to
deal with Boko Haram's grievances and the bombing attacks. The government also
has said
it would investigate reports of abuses by the army in fighting the Islamist
group.
But despite these moves, the government's crackdown on the group intensified,
and the
threat from Boko Haram also grew in the past few months, Ero said.
Nigeria's long-standing tensions between the mainly Muslim north and mostly
Christian south
ignited in violent protests in April after President Jonathan, a Christian, was
elected and the
candidate favored by many Muslims lost.
Deep-seated economic and employment inequalities are further destabilizing the
country of
155 million, said Ero. "Particularly where Boko Haram hails from, the north
suffers from a
potent mix of economic malaise and community-based distribution of resources."
All of these factors are churning in Nigeria as attacks are now taking an
international bent,

Is it really so that the US time stations have a monopoly over
internationally allocated time signal and frequency standard frequencies and
all other time stations (from China, Brazil, Argentina, Korea...) in fact
"brazenly" jamm their operation? I think I read this for the first time in
my life... but maybe I have missed something... Clarification appreciated,
thanks.
