More than 70 employees of Radio Yugoslavia ? International Radio Serbia have
held a peaceful prot4est in front of the Serbian Government building due to the
announced disbanding of this media house that has been working for 79 years and
broadcasting in 12 languages. The representatives of the employees have asked
for the reception and submitted a letter addressed at Prime Minister Aleksandar
Vucic, which points to the detrimental effects of shutting down this type of
media to the interests of the Republic of Serbia, as well as stressing the
unfortunate situation for the employees who will lose their jobs, and without
severance pays. If no reaction is shown from the government or the line
ministry, another protest is scheduled for the next week. The media strategy
and the new law on public information envisage the withdrawal of the state from
the ownership in the media and their direct financing. Contrary to the earlier
announcements, no option of transformation or rationaliza
tion has been offered to Radio Yugoslavia, even though the law identifies the
public interest of informing the world public about the events in Serbia. The
protest was covered by numerous other media.Director of the International Radio
Serbia Milorad Vujovic has assessed it is intolerable to shut down on July 1
the only state service for informing the international public about the events
in Serbia in 11 world languages, as it has been going on for 79 years. ?This
kind of autistic behavior is unacceptable, because there is the possibility
within the public service, and in line with the Law on public media services,
to let our radio keep doing its job,? Vujovic told the press. According to him,
putting out the only short wave radio station in the country, whose programs
are heard worldwide, would represent a great loss to the promotion of Serbia
and hence leaving a gap in the information of the world public and Serbian
Diaspora. Vujovic has pointed that opposite trends are no
ted in the region, and everybody strives to attain the greatest possible
impact on the public opinion in the world, and he adds that 20 countries of the
EU also have this kind of world service. The director of the International
Radio Serbia has stated it is still uncertain what will happen to the
employees, but there is trepidation that all 96 of them will be rendered
jobless, without any severance pay or compensation. ?There is no possibility
for the privatization of this type of media, even though some forms of
public-private partnerships are available, but at the moment it is not offered
as an option,? Vujovic explained. President of the Union of IRS Journalists
Jelica Tapuskovic has stated that the management and the union representatives
had tried on several occasions to talk to the representatives of the Ministry
of Culture and Information about the pressing problems. ?We have not talked to
minister Ivan Tasovac, but we had been received by State Secretary for Media Sa
sa Mirkovic, to discuss the possibilities of reorganization of our radio and
its further work,? she specified, adding that the last conversation took place
in December last year. Tapuskovic has said that afterwards, despite several
letters and demands, there has been no response from the Ministry of Culture
and Information, until two days ago, prior to the announced protest, when a
letter arrived, reading that ?the act is in the making, aimed at defining the
legal consequences of extinguishing the radio?, without any further explanation
on what it could mean. According to her, the further moves of the employees in
the International Radio Serbia will depend on the outcome of the talks with the
officials in charge. The workers of Radio Yugoslavia were holding banners with
messages such as ?Keep hearing the Voice of Serbia around the world?, ?Where we
cannot be heard ? it must be the end of the world? etc. The protest was covered
by the representatives of numerous media.

17705 & 17735, April 19 at 1308, CNR1 jammers, fair with flutter, Western
classical music as often the case Sunday evenings during this hour, the
original composers having no clue their output would ever be used for such a
nefarious purpose. 17705 is of course vs AIR Chinese until 1315, and 17735 vs
BBC Uzbek via Thailand, this semihour only.
17510, April 19 at 1308, CNR1 jammer, very poor; also vs BBC Uzbek, here
scheduled via Oman.
11640, April 19 at 1311, CNR1 jammer, very poor; here vs Taiwan in Chinese.

** EAST TURKISTAN. 15445, April 19 at 0432, nice music show with songs sounding
like Russian, good with flutter, and // 15665 about the same. HFCC shows these
are CRI Russian at 04-06, 500 kW, 308 degrees from Kashgar on 15445, Urumqi on
15665 (so if I had compared, they probably would have been out of synch). 0454
finally Russian announcements, and 0457 some Chinese music fill for a change

** EGYPT. 11913, April 19 at 0138, what`s this? Open carrier, or rather just
barely modulated and suptorted, ? la Radio Cairo style on various frequencies.
VG signal level at 43-57 dbu on the PL-880 with short random wire. See previous
report of a wide R. Cairo blob around here blocking 11905 Sri Lanka et al., but
this time it`s not a problem to adjacent weak 11905 nor to 11920 WRMI with
Taiwan, which is at 49-63 dbu. Also this time, there is no signal from Egypt or
Brasil on 11935, so probably that transmitter, but I cannot get an audio match
to any of the other Cairo frequencies:

Seemed a bit of a carrier too, but definitely no LSB. Periodic chex next
semihour continue with music, would be a good signal but not enough to overcome
all the storm noise nearby in OK. 0154 quick announcement which I miss, and
into SSTV beeps, off at 0156*. These details match numerous logs here as

** OKLAHOMA. Sunday April 19 from at least 1300 UT, all four major OKC TV
stations are covering live the 20th anniversary commemoration of the Bombing,
some inserting pre-produced pieces about the survivors or descendants which
have also been running for at least a week on local news shows.
Based on previous sporadic carriage of CBS by KWTV, a couple days before, I
reminded them that we expect `CBS Sunday Morning`, and `Face the Nation` to be
available unscathed on one of their alternate channels, 9.2 or 52.1, and indeed
they are on KSBI, RF 23.
The formal program is underway by 1345 UT, for the traditional 168 seconds of
silence --- except on KFOR RF 27, we can clearly hear the director calling
camera shots!! That should never have been on the air. At least I assume it`s
the KFOR director, altho could even be an intrusion from another station with
someone`s mike open when it should not be. I don`t know the names of the
various camera operators to compare.
Various long-winded speakers go right past 9:03 am [1403 UT], the exact time of
the explosion 20.000 years ago. At this time, guest singer is performing ``How
Great Thou Art``, and most of the speakers, with exception of Pres. Clinton
later, work in heavy doses of Christian theology.
Was not a single one of the 168 victims an Atheist, Jew, Moslem, or Other? In
Oklahoma, they assume everyone is a Christian; if not, shut up and don`t let
anyone know. At 1407 they even have a Catholic archbishop on. Supposedly
secular elected officials like Governess Fallin keep speaking about faith,
etc., etc. rather than blaming their god for letting this happen (Glenn Hauser,

** TURKEY. Re whether or not `Letterbox` still exist on VOT as in previous
report: I caught the first half of the Saturday April 18 broadcast on the next

19: 00 oldtime radio, 01 Rick Steves Travel. During the 23 UT hour only, 5850
also on with Democracy Now, altho there is no show produced on weekends. Could
not listen long enough to evaluate whether these were new episodes, but I doubt
it.
Except Travel show, which sounded very familiar, guest Christopher P Baker,

so could be as close to me as KS. By 2248 he`s working N9PCY in Indiana. Says

still on day power, until 0130 UT per FCC (-0200 UT from May). NRC AM Log shows
prime identity is ``Farm Radio`` but also affiliated with ESPN. From NE
Colorado, both day and night patterns are tight to the E and WSW, not favorable
for here, but not exactly in a null. And KSIR carried WORLD OF RADIO for a
