testing? Unusually, he doesn't specify exact frequency or whether it was
"even". Since I found it askew, I'd vote for UAE or South Africa site.

9480.104 { ! } very odd frequency, BBC English program, 0025 UT Sept 4,
S=9 in Delhi remote SDR.
S=8 in Madrid Spain,
compared to NAK Thailand 9410 kHz at S=9+10dB in Madrid Spain
Acc Tarek Zeidan, he heard that 9480 kHz outlet til 0259 UT,
so assumed 0000 - 0259 UT scheduled.
