Hi Daniel,
the id is SANTO, no idea where the station is.
Wild guess; maybe related to offshore oil rigs.
The one you tune in on 1645 is MLZ.

12110, nothing [Kuwait]
11720, JBA carrier [Lampertheim]
Sites per Wolfgang B?schel research as of October 12, but who knows, they could
have been jumbled around the next day or shifted during the hour.
Thorsten Hallmann, Germany, was monitoring the previous broadcast today: ``1730
VoA Oromo begins. Tonight six frequencies were jammed, one is clear: Jamming to
VoA on 11720 12110 12140 13860 15630 15785;
15700 is clear`` (Glenn Hauser, OK, DX LISTENING DIGEST)
** KURDISTAN [non]. 11600, Oct 13 at 1256, Denge Kurdistane with heavy flutter
and slight echo, as two transmitter sites are simultaneous. At 1300:05* one of
them goes off, no more echo and what`s left is weaker, then Denge Kurdistane ID
and timesignal about 39 seconds late compared to WWV. EiBi shows 1300 is the
time to switch from PRIDNESTROVYE to BULGARIA (Glenn Hauser, OK, DX LISTENING
DIGEST)
** MADAGASCAR [non]. 17640, Oct 13 at 1811, Madagascar World Voice is still
AWOL. Andy Baker of World Christian Broadcasting has now put up a ``Fourth
Quarter Update`` pretending the station is really on the air with full schedule
and asking for more money!
http://www.worldchristian.org/Updates/LatestNews/updates.php
At least a BST-1 caradio memory on 17640 to check for it came in handy for BBC
via ASCENSION at 1650 (Glenn Hauser, OK, DX LISTENING DIGEST)
** MEXICO. 580, Oct 13 at 1221, lots of addresses and phone numbers ``en esta
ciudad Chihuahua`` so it`s XEFI, listed by IRCA as Est?reo Mexicana (referring
only to FM XHFI 98.5?) AM is 5000/700 watts. Surpassing Lubbock and
surprisingly little from WIBW Topeka with direxional pattern SW. Was really
expecting XEMU Piedras Negras, and wonder if it`s still on AM. But this 580 is
much weaker than fellow Chihuahua2 620 station, XEBU 5000/250, so common I
seldom log it (Glenn Hauser, OK, DX LISTENING DIGEST)
** MEXICO. 820, Oct 13 at 1227 immediately upon tune-in, canned YL ID ``Canal
800-20, ABC Radio``, song from Mexicali BCN. At least as weak as WBAP, easily
separable (Glenn Hauser, OK, DX LISTENING DIGEST)
** MEXICO [and non]. 1030, Oct 13 at 1230, travelog about Puebla, then ``Radio
F?rmula Ciudad Ju?rez``. Nice to get a local ID from XEYC, 1/1 kW. Just before
it`s hit by C&W CCI from US station NE/SW, presumably KCWJ Blue Springs MO
flipping to day power; yes, its official October sunrise being 1230 UT (Glenn
Hauser, OK, DX LISTENING DIGEST)
** NIGERIA. 7254.940, Oct 13 at 0614, VON Hausa service at S9+10, always
off-frequency-low, and sometimes missing (Glenn Hauser, OK, DX LISTENNG DIGEST)
** SOLOMON ISLANDS. 5020, Oct 13 at 1302, music at S9-S7, no doubt SIBC with
another extended broadcast relaying its Wantok FM 96.3 (Glenn Hauser, OK, DX
LISTENING DIGEST)
** U S A. 11720 & 15220, Oct 12 at 1955, VOA GB carriers are on, and Kriyol
after 2000. Also still doing it Oct 13 at 2015 check (Glenn Hauser, OK, WORLD
OF RADIO 1847, DX LISTENING DIGEST) See also ETHIOPIA [non]
** U S A. WORLD OF RADIO 1846 monitoring: confirmed Wednesday October 12 at
2100 on WBCQ webcast, and 7490 was on and audible with else a few minutes
earlier. WOR 1846 also confirmed Wed Oct 12 at 2330 on WBCQ 9330.079v-CUSB.
WORLD OF RADIO 1847 ready for first airings Oct 13: confirmed the first SW
broadcast, Thursday 1130 on WRMI 9955 when checked at 1142, S9+20, no jamming
audible. Also confirmed Thu Oct 13 at 2130 on WRMI, 13695, excellent. Next:

** U S A. 11580, Oct 12 at 2001, WRMI replaying `Viva Miami` with mailbag for
reception reports on multiple frequencies. So this occupies the first quarter
of the blank hour on the Wednesday schedule. Not rechecked until 2048 when
Brazilian music is playing, so back to World Music by then (Glenn Hauser, OK,
DX LISTENING DIGEST)
** U S A. 17775, Oct 12 at 1917, KVOH is still on with gospel music in Spanish;
off at recheck 1955, with 17775 occupied by super-splatter from 17765 WHRIBS
(Glenn Hauser, OK, DX LISTENING DIGEST)
** U S A. 1470, Oct 13 at 1240 UT, classic rock looping ESE/WNW, 1242 UT
``Knock Three Times``, good signal, presumed KSMM Liberal KS, NRC AM Log listed
as OLD format, ``Super Hits``, // KODC-LP 102.1. Not that far but doesn`t quite
make it on daytime groundwave, 1000/170/500 watts U1.
Wait a minute, how can a commercial AM station be // an LPFM, by definition
non-commercial?? FCC AM Query shows 1470 licensed to Rocking M Media; nothing
about being non-commercial, nor any FM connexion. October sunrise not until
1245 UT (November 1315 UT), but could be on 500 watt PSRA.
FCC FM Query shows ``KODC-LP: KS DODGE CITY, Licensee: OUR LADY OF GUADALUPE
ROMAN CATHOLIC CHURCH``, quite a mismatch, so are these stations really
related?? (Glenn Hauser, OK, DX LISTENING DIGEST)
UNIDENTIFIED. Trans-Atlantic JBA MW carrier search October 13, all looping
roughly northeast on the DX-398:

Might have found more hiband, but increasing local noise level. Yes, I need to
do this a few hours earlier (Glenn Hauser, OK, DX LISTENING DIGEST)
