[jlz] RTF to text is easy, as has been suggested. Parsing ICD.txt or ICD.xml  
into VistA is more problematic. IMHO (and as suggested by someone earlier)  
that is not to be undertaken as an alternative to waiting for the VA to  
finish their update of the ICD9 within VistA.. To reinvent that wheel would  
be non-trivial to the max. The VA's use of ICD9 is a big, complicated  
wheel.. or set of gears, actually.
