http://www.cms.hhs.gov/paymentsystems/icd9/icd10.asp has a file to download for procedure mapping. I don't think this answers your question, but I wondered if it would help. I also noticed the mapping has been done by some other countries, so perhaps if you hunt around the web for "mapping ICD9 ICD10" in Google if you could find some in Spanish.
