There is also a menu called XUCOMMAND.  It is available to ALL users,
you don't have to do anything to make it available.  If you want to add
an option that you want to make available to ALL users just add it as a
menu item to XUCOMMAND.

To expand on what Nancy has just said, the primary menu is the manu that
a user will be shown when they log in.  A secondary menu will also be
shown if specified.  It is usually composed of utility menu options.
