You might be interested in looking at the www.HL7.org Pediatric Data Standards 
Special Interest Group documents because that issue is one that they have 
raised and is planned to be included in the Pedi project.  They also want to 
be able to control access to those records as it is not always true that a 
given doc should have access to all of the records of the children in one 
family or that the family history of one child should match the family 
history of another.  The current plan is to follow the guidance of the SIG as 
much as possible.
