I think your idea is reasonable.  My understanding is
that in the military, people are responsible for
transferring there chart from one spot to another. 
Even though not everyone might be a responsible as one
in a military chain of command, I think that people
are capable of not loosing their record.  And who
better to keep track of important things than a person
themselves?
