I don't have access to a GT.M system, so I can't really help you with the specifics here, but a first step is to have a listener set up on port 25 to accept incoming messages. Under VMS, this is done with TCP/IP services (formerly UCX). Services under VMS are functionally very much like Unix/Linux daemons managed by inetd or xinetd. Maybe somerone else can help you with the details, but when a connection is accepted on port 25, inetd should invoke GT.M to run the MUMPS routine that actually implements the receiving SMTP.
As far as sending goes, the most up to date versions of Mailman are DNS aware (looking for MX records) but, of course, use TCP for DNS queries because MUMPS provides no mechanism for using UDP. The more traditional approach is to place domains to which you might wish to send mail in your DOMAIN file along with an approipriate relay domain. You should still do this, if only as an optimization. Remember, though, the domains need not be fully qualified.
