FWIW, I've got to concur about DSM. I've been brought in several times to deal with the vendor(s) when the implementations have been found to work differently. In each case, I've found that was DSM that has followed the standard.

Reviewing sections 7.1.2.2 and 8.2.14 of the standard, it's not clear to me that the scoping rules in programmer mode are clearly defined.
