I don't think the use of M is a separate issue at all.  If you'll note in the committee's own words, "The committee pointed to the failure of a $372 million financial management project called CoreFLS in Bay Pines, Fla., as an example of the VA’s technology problems."

I think $372,000,000.00 would go a long ways towards re-engineering efforts, etc.  M is great for what it does, not pretty, but efficient and certainly cost effective.
 
If anything, a $400 million dollar cut would do nothing short of bolster the use and longevity of M as the core of VA healthcare.

Yes, that silly remark (on taking care of Veterans rather than writing code) will live in infamy. Vista is one of the greatest contributions to Veteran Health Care in VA history (my humble opinion). I did comment to one Hardhat that in all fairness to VA software developers, they are still quietly writing lots of new and I'm sure important stuff. The use of 'M' is an utterly separate issue.

More likely they will cut development staff and contract out more IT development.  Remember that VA is supposed to be taking care of Veterans, not writing code. 

I firmly believe that the US Government is in the business of sending tax dollars to private companies rather than supporting the population at large.
