Greg Kreis has said: "My take on it is that the VA had to represent veterans with dates of birth in the 1800s. By subtracting 1700 from an 1800's DOB, you get a three digit year and you therefore have a century encoded in it with a single digit - you save a character and in the late 1970s, disk space was not cheap.
