The document that Nancy refrences is one that made its way to my desk over a year ago. It discourages us [VHA employees] from entering into contracts with private industry to support VistA unless we are *very* careful.
It is not an outright ban, but... discretion and avoiding even the appearance of impropriety is important if one wants to keep his/her current employment with VHA. Just my 2 cents.
