Yes, this is a toughie to announce this on July 1st, weeks after
everyone else has already started. These are difficult enough to
produce in 4-5 weeks, much less 1-2. However, as has been pointed out
before some if not most of the bidders are said to have included FOSS
products. 24 hours to go for letters of intent, sheesh.

14th and a quick check reveals that some FOSS people and projects

All the EHR products out there could submit a proposal, however it
may not be the best use of resources.
