How are the scanned documents being used? If they're progress notes,
then it makes sense to allow the user to review them in the same way
as other progress notes (same with discharge summaries, etc.) I don't
know if using TIU is essential, but it would be nice to make the
distinction between scanned documents and "ordinary" documents as
seemless to the user as possible.
