A lunchtime search of US copyright code, turned this up. As I read it, the gov't cannot originate a copyright for its own work, but if someone wants to transfer to the gov't a copyright they already own, they can, and then the gov't owns it. But now I'm thinking you need to trademark a name, and the gov't probably can't do that either.
