That's not exactly true. VistA *applications* are not allowed to use SSVNs, but this restriction does not apply to Kernel. One of the roles of VistA Kernel is to encapsulate system dependencies nd provide a portable interface for applications to use. This code is part of Kernel (KIDS, to be precise).
