The first law of software is that nothing is ever released when "it was supposed to [be]".

The second law of software is that people who consistently release on time cut corners to do it.

The caveat to the first law is that some teams are better at meeting deadlines than others, some very good indeed.

The caveat to the second law is that software is not necessarily flawed just because it was released on time.

Finally, there is the well-known (and perhaps justly criticized) law: "Better. Faster. Cheaper. Pick any two."
