A point of information:

IAs (Integration Agreements) that are "Active" (as opposed to "pending" or
draft) are in place to establish what amounts to a "contract" between the
custodial application and either the listed subscriber(s) or in the case of
"Supported IAs" all that choose to use the documented component(s).  The
"contract" for the "Subscription" usage IA only applies to other "Class I"
VistA code.  The custodial applications in subscribed IAs are under
obligation to the subscriber(s) but are under no obligation to other uses of
the described components.  That also means that other applications using
those components are at risk if they use those components, but by the same
token, are free as "Class III" code (not supported by VA) to use those
components.

To be more explicit, there is no "violation" to use any part of the FOIA
VistA ... you just can't "count on it" unless it's Active and Supported (and
even that can change with 18 months notice that it's going to be different!)

DSS does have an integration agreement with VistA Imaging to use their
import an image functionality for our DocManager product.  That DocManager
product is a scanning application independent of VistA Imaging.  However, we
use the VI import functionality to get the images into VistA Imaging.  But
the DocManager application is separate and can be run without VistA Imaging.
As it is today, you cannot use the Docmanager application to view images
stored in VistA Imaging.  DocManager has its own database for storing
images.  It can be accessed in CPRS via the tools bar menu to view images
associated with a patient.  We cannot share the import functionality with
anyone as that would be a violation of our IA with VistA Imaging.
