Not correct. In this system you've described, the developers fail to get paid and the users keep complaining the software doesn't work right. The the product bloats, the system gets bogged down, and everyone ends up miserable. Unless you get Healthcare professionals who are adequately qualified to make IT decisions, the best thing is to let the developers and engineers just design and work based on what they observe users need.
