But is VOE open source? I don't know that I've ever heard it stated that it was. I suppose one could argue that it's a deriative work under the terms of GPL, but I never understood how GPL could apply to VistA source, anyway, since it was obtained through the Freedom of Information Act (FOIA). Yes, it's in the public domain, but that's not the same thing.
