Bhaskar ; Brian Lord ; David Whitten Abstract Synopsis VistA is a full-featured, health information system (HIS) which includes an Electronic Health Record/Electronic Medical Record (EHR/EMR) developed by the US Department of Veterans Affairs. VistA scales from small clinics to large institutions. It is in the public domain, and is accepted as compatible with Free and Open Source Software licenses. Briefly, FOSS licenses preserve important end-user and developer freedoms. An example of a frequently used FOSS license is the GNU General Public License or GNU GPL. An important recent development with VistA is that it is now available with a completely FOSS stack which means that the entire software platform from the operating system to end-user applications are entirely FOSS licensed. A GNU GPL licensed MUMPS compiler called GT.M(tm) has enabled VistA to run on the GNU/Linux operating system. VistA is the only EMR/EHR deployed in real-world clinical settings, both public and private, that is successfully supporting a National health-care IT infrastructure. The panelists have been involved in developing, deploying and using VistA. Collectively, they have written, used and supported its applications in clinical and research settings or influence public policy regarding VistA. In keeping with the theme of the symposium, the panelists will share their knowledge of the foundations of VistA, application deployment experiences, use experiences and public policy regarding VistA.
