This is good advice. About two years ago, an Indianapolis TV station, doing a story on data security, purchased 3 random PCs second hand. As it turns out, these PCs had been owned by a VA facility. They found a file with the VA's HIV positive patients, other medical information, and, ironically, a copy of the security policies.
