I haven't tried this but have heard some good thing about this. Perhaps you
can interface it with Delphi.
PDFCreator easily creates PDFs from any Windows program. Use it like a
printer in Word, StarCalc or any other Windows application.

has a PDF print driver for, you guessed it, $9.95. Their whole suite of
tools is only $29.95. If you do not want it installed in your C:\ root,
they have instructions to install it in another folder.
