Actually, it’s Consolidated Mail Outpatient Pharmacy http://www.va.gov/vdl/Clinical.asp?appID=85

Veterans can phone in, mail in, fax in or use the web to renew their prescriptions.  The prescription information is then electronically transmitted to one of the huge facilities around the country that fills and mails back the prescription.  Even the Department of Defense uses the VA CMOP system to refill prescriptions for their patients.
