Is your firewall blocking the application? It might the Windows firewall or something like Norton or McAfee that has to be told the CPRSChart.exe is OK.
Also, did you make the short cut by first right clicking on the CPRSChart.exe, choosing Create Shortcut, then right clicking on the shortcut and choosing properties and adding the S=xxxxxxx P=9210 CCOW=DISABLE after the path to the exe file in the Target box?
