Yes.  And I know that many threads that start as a request for help degrade into discussion.

I kind of like the approach taken by the Haskell community. They have two lists: haskell, and haskell-cafe. The latter list is intended for more general types of discussions, but the list description explicitly suggests that long running discussions and (interestingly) beginner's questions be taken to haskell-cafe.
