This is what I think is correct. CPRS-R was to be, eventually, all Java. It was starting out with Java wrappers for Delphi code in much of it until the transition was complete, which was supposed to be in 2010 or so. The CPRS-R project was suspended because of cuts in the VA IT budget.
Maybe Delphi will continue to have a role until the future of CPRS-R is decided and the work readied for release.
