So it is not about the standard, but about the fact that other parts of the
code have changed turning it into a bug. I can buy that. I suspect that
code is maybe 20 years old.

Yes! It may not have been a standards violation, but it still has a
side effect that interacts in an undesirable fashion with the rest of
VistA -- and that's a bug. It may not have been a bad idea at the time,
but the side effect is a problem *now*, so it is a bug.
