There are a number of different kinds of templates in VistA. Probably the most popular for local creations and sharing are the Clinical Reminders. Unfortunately they are currently posted to a web site inside the VA firewall. I've made repeated requests that it be shared with the public since such clinical reminders have such a positive impact on general patient care by providing ideas that might be used even in non-VistA systems.
