You have to do that from "roll and scroll'. The option is DG REGISTER PATIENT.
Add DG REGISTER PATIENT as a primary menu for a registration clerk or a secondary menu for another user. Then use the option ALL THE KEYS to determine what keys that user needs to be assigned to use that menu. Then your user will be able to register a patient (I hope, anyway!)
