Much of the disjointed nature of those tables stems from the early days of
DHCP (the acronym before it was called VistA) before there was formal
Database Administration.  Medical Center Division was created by the
Registration developers.  The Institution file was created by Kernel
developers.  Facility was created by Oncology developers.  Division was
created by Engineering developers.  And Hospital Location was created by
Scheduling developers.  At least the Medical Center Division file has a
direct association with the official entry or entries in the Institution
file.

I would guess that the Facility file is used for oncology reporting
purposes.

Institution is actually a rather broad category that can include more than
hospitals and clinics.  There may be labs and many other kinds of
organizational institutions in the file.  The Medical Center Division is
primarily the set of "parameters" for how a division operates with regard to
registration and administration purposes.

Hospital Locations are indeed subordinate to a medical center division (one
institution may be one or more divisions).

The three fields you mention are indeed specific to VA reporting
requirements.

Question: Are there any dependencies on the above data sets, or are
these just labels to the record? Can we add or delete them without
worrying about their dependencies?
