Another thought: The advantage of using Mailman is it's normal MTA functionality (queuing and routing of mail). Rather than trying to midy Mailman to provide a simple way of building messages with attachments, it probably makes more sense to use another program (or write your own), and then submit the message to Mailman via SMTP.
