Well, my opinion is that the whole process should be controlled by 
HardHats.  This email group isn't demanding in terms of bandwidth.  I'd 
install a listserver program on a server controlled by HardHats and be done 
with it.

Since the majority want to stay with a mailing list format there should be 
practically zero software maintenance involved, and a simple script could 
be cron'ed to do offsite backup of the data file.
