There's a supported API to add info to the file (RECALL^DILFD) but not one 
to get the info out of the file.  I don't think ^DISV has any supported 
integration agreements so if you want to be compliant I don't think you can.

You need to set DIC("B") to whatever default value you want but the 
question is how to get that value.
