              Guess someoone messed with your Volume set file or while installing a KID set the option "Inhibit logons" to 'yes'.
You have to Set the "INHIBIT LOGONS?:" field of "VOLUME SET" file to "NO"
You could do that from "EVE" (system manager's menu) but you you are not able to log into programmer environment, rite.
Another option is to do it through FileMan
Select "Enter/Edit" option of FileMan
Select file "Volume Set"
Select field "INHIBIT LOGONS?:" to change for your Volume Set.
and change this files value to "NO".

     Answer must be 3-30 characters in length.
 
Select VOLUME SET: VISTA
INHIBIT LOGONS?: NO// NO  NO
 
 
Select VOLUME SET:
 
 
 
 
Select OPTION:
VISTA>
 
 
After this , check your TaskMan (D ^ZTMON)
if its still in "Inhibit logons" mode, it needs to be restarted, Restart TaskMan
(D RESTART^ZTMB).
OR
If you have "HL FILER" and "BACKGROUND FILER" started, first Stop them from ^XUP
then stop taskmanager (D STOP^ZTMKU), and Start it (D ^ZTMB)
Check TaskMan status (d ^ZTMON), it should be working fine now.
Now you can start TCP listner, Backgroudn filers and HL filers.

The Solaris server seems fine, Cache seems fine, but it seems like RPMS/Vista doesn't want people to log on.  We can run most utilities from the Cache prompt; e.g. Taskman start/stop, fileman, etc.
But it won't let anyone attempt access/verify...  From the prompt we can get to programmer mode (D ^XUP)... but when trying to run an option it throws this error:

I've found references to the kernel code (via google) that have the error messages, but it's not clear where to go / what to do to resolve them:

No idea what precipitated this behavior, system has been stable and the most recent patch was 4-5 days ago.  Also, we've tried hauling the database to a second Cache server, and it has the same results, so it definitely seems to be 'within' RPMS.
