Are you referring to using inetd to accept connections rather than a process running under the control of Taskman? It's true that what is usually called the "listener" in VistA need not be a process that is always there, running under the control of Taskman, but CPRS always goes through th RPC Broker, even if the mechanics of launching the server process have changed. But there's another issue here, too, and that process creation in VistA will always go through Taskman with very, very few exceptions. (In fact, outside Kernel, the only exception I can think of is Mailman).
