The source code for the proprietary component, in the past, cost about $200 
and any work done with it could be redistributed as a binary with no fees. 

Hopefully the guys from VOES will jump in here and discuss the remainder of 
the source code, which I believe is licensed under LGPL for at least the part 
done for the VOE project and maybe all of it.  I can't find a copy of the 
source code.   I am not sure I ever had it.
