Each folder is stored independently.

The data files are here by default:

C:\Documents and Settings\USERNAME\Local Settings\Application 
Data\Identities\GOBBLEDEGOOK\Microsoft\Outlook Express\
They are *.dbx files.

The address book is here by default:

C:\Documents and Settings\USERNAME\Application Data\Microsoft\Address 
Book\USERNAME.wab
